SOUTH LAKE TAHOE, Calif. – The next meeting of the South Lake Tahoe City Council will be Tuesday, February 24 at 5:30 p.m. Their agenda includes:

The discussion of a Second Home Regulation and Housing Replacement Policy. It could require a developer who is demolishing a building being used as housing to build replacement housing units. They will discuss a potential permitting system and cap on the number of second homes.

Second Home Permitting/Cap – The threshold issue is whether the City has the authority to require a permit to use a dwelling as a “second home,” meaning that it is not the primary residence of the owner. The use of a dwelling for residential purposes, whether it is as a primary or secondary residence, would still be considered a residential use under the City’s zoning, specifically South Lake Tahoe City Code §6.85.020 (Allowable land uses, adopting by reference the permissible uses contained in the TRPA Code of Ordinances, Chapter 21), and TRPA Code of Ordinances.

Demolition Requirements to Replace Housing – Demolition permits are generally ministerial, meaning that they are granted if objective criteria are met and there is limited ability to place conditions on their approval. Several cities have adopted
ordinances requiring a discretionary permit before demolishing an existing lodging structure, but there have been legal challenges.

City Council is being asked to discuss and provide direction on the issues desired to be addressed by this potential regulation.

Discussion and possible vote on adding two seasonal police officers for the Marine Unit.

Discussion and possible vote to hire temporary help from a retired pool of former employees as the City searches for a new city manager to assist with the interim city manager, Hilary Roverud, as she covers two positions. The person would work about 20 hours per week.

On the Consent Agenda: Annual mutual aid agreement with Lake Valley Fire Protection District; $2.1M to spend on four new John Deere graders; and the authorization of the signing of a letter of opposition to Liberty Utilities closing its South Lake Tahoe walk-in payment center, which leaves no more physical offices in their service area.
