SOUTH LAKE TAHOE, Calif. – The next South Lake Tahoe City Council meeting will be held on Tuesday, April 22, at 5:30 p.m. There is a long agenda, but most items will appear on the consent portion and may not be directly heard, unless pulled for discussion.
Highlights:
Ordinance Designating Very High Fire Severity Zones. The vast majority of the land within City limits is included in a Very High Fire Hazard Severity Zone, and this designation triggers additional building and fire code requirements intended to promote fire safety. Adopting a new ordinance to designate the severity zones is required by law and allows the Building Official and Fire Chief to enforce the wildland interface fire protection provisions of the Building and Fire Codes. The Fire Department, after review of the Very High Fire Hazard Severity Zone Map, concurs with CalFire’s assessment.
Vacation Home Rentals. With a judge’s reversal of Measure T, the Council needs to look at the last VHR ordinance from 2018 and see if it needs updating or changing. Council may rule on one or more of the following topics: (1) prohibit or limit VHRs in certain residential areas; (2) establish a cap lower than 1400 VHRs outside the Tourist Core; (3) establish a buffer between VHRs; (4) prohibit VHRs in all multifamily dwellings; (5) require VHR owners to use a local property manager; (6) increase consequences for violations; (7) ensure VHR permit fee achieves complete cost recovery; (8) provide permitting preference for certain prior VHR and QVHR permit holders who were in good standing; (9) change VHR permitting authority from Development Services Department to Police Department; (10) phased permitting of no more than 150 VHR permits issued per month; and (11) Planning Commission decision on VHR permit denial and revocation appeals is final.
Potential Amendments to Vacation Home Rental Program Budget and Allocated Position Listing. With the possible expansion of VHR permitting, additional funding
and personnel would be required to manage increased responsibilities related to permitting and enforcement. The proposed adjustments will ensure the VHR program continues to operate efficiently, support neighborhood quality of life, and maintain regulatory compliance.
Change to Shared Mobility Devices with increased safety measures and increased liability requirements. City Council had asked for a tightened-up ordinance to come back for a vote that would require Bird and Lime scooter companies to include waivers specific to the public entity, adding permitting requirements, in which operators must require riders to sign waivers specifically waiving claims against the City. Council. They will also discuss several safety changes.
Stateline Transit Center Parking Enforcement Authorization Ordinance – The City would add new signs to replace the current ones, which are aging and need accurate parking enforcement information, along with new striping.
Amendment No. 2 to Airport Food and Beverage Lease and Concession Agreement with Flight Deck Grill & Golf Club, LLC – The owner of the new restaurant already approved for the South Lake Tahoe Airport, is asking for a 90-day extension for completion due to construction and permitting needs, and constructural restraints due to a load-bearing wall at the visitor’s center area of the airport lobby. The bar and grill will feature a golf simulation area as well as food and drink.
