SOUTH LAKE TAHOE, Calif. – The next meeting of the South Lake Tahoe City Council is on Tuesday, May 20, starting at 5:30 p.m.

Highlights of the agenda:

First reading of amendments to Time-Share Ordinance, meant to confirm that fractional ownerships are time shares. Staff, at the request of Council, is proposing edits to update the City’s timeshare ordinance to clarify and explicitly state that fractional ownership of residential properties is regulated by the City’s time-share ordinance, and to make other updates for consistency with state law and for clarity. On March 20, 2025, the Planning Commission unanimously adopted Resolution No. 2025-004, recommending that the City Council adopt this ordinance. The issue came to light when Pacaso started to sell fractions of single-family homes to buyers and advertise their use.

The 2025 Road Rehabilitation and Drainage Replacement Project is up for discussion nd approval. Staff is recommending awarding All-American Construction, Inc. the contract for a total of$4,033,731.00, plus a 10 percent contingency for $403,373.10. In addition, staff is recommending accepting the STPUD Reimbursement Agreements for the Herbert/Walkup In Lieu Fee and 2025 Road Rehab Utility Adjustments Reimbursement.

An annual report will be presented and discussed on the City’s inventory of development rights. Their hired consultant will give an appraisal of their value, and suggests a rise in prices the City charges for Commercial Floor Area, Potential Residential Units of Use, Residential Units of Use, Tourist Accommodation Units, and Stream Environment Zone Restoration Credits. All revenues from the sale of rights go to the City’s housing initiatives.

The consent agenda includes the allotment of $500,000 for the affordable housing project at 3900-3908 Lake Tahoe Boulevard; the hiring of a consultant to prepare a Traffic Calming Toolbox that will guide residents in requesting an evaluation of areas they’d like traffic calming initiatives, and for the City staff to implement practical, feasible, and safe solutions to address these concerns.
