DOUGLAS COUNTY, Nev. – Following significant public feedback regarding the proposed Stormwater Utility rates, County staff will present an additional option for consideration by the Board of County Commissioners aimed at improving fairness, predictability, and public confidence in the program.
The proposed adjustment would eliminate the highest residential rate tier currently included in the draft rate structure and instead cap single-family residential properties at the existing “Large” tier, representing a maximum of 15,000 square feet of impervious surface area for billing purposes. If adopted, rates for a single-family residential ratepayer would be capped at $22.30 per month for all three components of the rate (base, local, and capital surcharge) combined. The recommendation comes after the County released proposed parcel-level rates and launched an interactive online mapping tool that allowed property owners to view estimated charges associated with individual parcels. While many residents expressed support for the need to address stormwater infrastructure, flooding, and regulatory requirements, the County also received substantial feedback regarding the magnitude of rates assigned to some larger residential properties.
County staff acknowledges that some proposed rates exceeded public expectations discussed earlier in the process and recognizes the frustration expressed by members of the community.
“The County recognizes that trust is built through transparency, responsiveness, and a willingness to adapt when concerns are raised,” said County Manager Jenifer Davidson. “Public feedback has meaningfully shaped this discussion, and the County remains committed to working collaboratively with ratepayers and the Board of County Commissioners to develop a stormwater utility program that is equitable, understandable, and sustainable over the long term.”
The County emphasized that the core purpose of the Stormwater Utility remains unchanged: creating a sustainable and dedicated funding source to maintain aging drainage infrastructure, implement the Douglas County Stormwater Master Plan, improve water quality, and comply with state and federal stormwater regulations.
Staff believes the revised option strikes a better balance between the County’s long-term infrastructure needs and concerns regarding affordability and proportionality.
The Board of County Commissioners is expected to discuss the proposed adjustment at its upcoming meeting on May 28, 2026.
