SOUTH LAKE TAHOE, Calif. – The next meeting of the South Lake Tahoe City Council will be held on June 3 at 9 a.m., and should be one with a lot of public comments over the new Vacation Home Rental (VHR) ordinance.

Each council meeting since a judge overturned Measure T, thus allowing VHRs back in South Lake Tahoe neighborhoods, has had many residents commenting on the formation of a new ordinance.

Highlights of the proposed ordinance:

  • VHRs in single-family homes only, not in multi-family units
  • Owners are required to designate and maintain a property manager at all times
  • A vacation home rental shall not operate on a parcel located within 150 feet of another parcel outside of the Tourist Core Area Plan with a vacation home rental permit
  • The city shall issue no more than 150 vacation home rental permits per month
  • Permits can be revoked if there have been three or more upheld citations for violations of the city code, which citations were issued during three separate events and/or calls for service for violations of the city code at the vacation home rental within any 24 months
  • Outside of the Tourist Core, maximum occupancy is two people per legal bedroom and must have paved parking for the number allowed (1 space for 4 occupants, 2 spaces for 8 occupants, etc)
  • For vacation home rentals with one or more bedrooms, up to five children aged 13 and under do not count towards the maximum occupancy. For studios, up to two children aged 13 and under do not count towards the maximum occupancy.
  • Vacation home rentals shall not be used for commercial activities, including, but not limited to, weddings, receptions, and large parties.
  • The property manager shall meet the occupants either in person or virtually to check them in at the beginning of each vacation home rental, to, at a minimum: Verify the identities of renters match the agreement, and to ensure a good neighbor contract has been signed in person.
  • The owner shall install indoor noise and outdoor video monitoring devices to immediately alert the property manager 24 hours a day, seven days a week

A vote to continue creating plan check-ready construction plans for three different detached ADUs to include: a Studio ADU, 1 1-bedroom ADU, 2 2-bedroom ADU, and a detached garage design with an above-garage ADU based on one of the three aforementioned designs. They will also be focused on pre-approved ADU plans, focused on smaller-sized units.
