SOUTH LAKE TAHOE, Calif. – The next meeting of the South Lake Tahoe City Council will take place on Tuesday, December 9, starting at 5:30 p.m. The agenda includes black bear management in the city, appointment of mayor and mayor pro tem for 2026, discussion and possible vote on filling the vacant seat, a garbage rate increase, Heavenly parking, affordable housing project on Lake Tahoe Blvd., and more.

City Council Vacancy: Council can pass a resolution calling for a special municipal election for the election of a Councilmember to fill a vacancy, and requesting that the Board of Supervisors of the County of El Dorado approve consolidation of said election with the Statewide Primary Election in June, or appoint someone from the list of candidates for the term that goes through 2026.
Select a mayor and mayor pro tem for the year 2026.
Receive a presentation from the California Department of Fish and Wildlife on black bear management in the city limits, and the Council can either: 1) Pass a Motion directing staff to make certain changes to enforcement of the existing ordinance or adoption of a new ordinance; or 2) Take no action at this time.
Council will discuss and vote on South Tahoe Refuse’s (STR) proposed 2026 rate increases for residential and commercial customers – $4.38 monthly increase for residential, $5.01 monthly increase for commercial rate per cubic yard.

2017 – 1.62 percent rate increase – interim year.
2018 – 8.81 percent rate increase – base year
2019 – 3.11 percent rate increase – interim year
2020 – 2.93 percent rate increase – interim year
2021 – 9.04 percent rate increase – base year
2022 – 3.77 percent rate increase – interim year
2023 – 4.96 percent rate increase – interim year
2024 – 11.05 percent rate increase – base year
2025 – 5.08 percent for SB1383 and 3.30 percent rate increase – interim year
The Council will discuss and possibly approve an agreement with Heavenly Valley Limited Partnership for on-street parking and amendments to parking restrictions in the Heavenly Valley neighborhood. The City Council will consider an agreement with Heavenly that will allow the nonexclusive use of on-street parking on portions of Ski Run Blvd, Saddle Road, and Keller Road for employees and guests of the resort. If approved, the Council will also consider amendments to the parking restrictions in the Heavenly Valley neighborhood to be consistent with the Agreement.
The consent agenda includes the purchase of a new fire engine, the increase to the minimum wage for city jobs to $16.90 per hour, AARP Tax-Aid for Senior Tax Assistance at the Recreation Center, the purchase of two Mercury Verado 350 HP Outboard motors for the Police Department patrol boat, and the purchase of a new truck for the Parks department.
