SOUTH LAKE TAHOE, Calif. – At the February 10, 2026, city meeting, South Lake Tahoe Mayor Cody Bass presented outgoing City Manager Joe Irvin with the prestigious Key to the City of South Lake Tahoe, recognizing Irvin’s exceptional leadership and dedicated service to the community.
Many in attendance at the meeting followed the presentation with their own words of appreciation, commending Irvin on taking the city from Covid-19, through the Caldor Fire, and the recent embezzlement claims made by the former mayor.
Irvin, who has served as City Manager since 2020, played a pivotal role in advancing
numerous initiatives that strengthened the city’s infrastructure, enhanced public services, and fostered community engagement. Under his guidance, South Lake Tahoe achieved significant milestones:
- He implemented the funding plan and secured municipal bond proceeds to support the construction of the new $80M Multi-generational Recreation and
Aquatics Center, a major investment in community wellness and recreation. - He successfully managed the passage of Measure S (Sales Tax), generating $7M annually to support essential City Services, including road rehabilitation, snow removal and public safety.
- During the COVID-19 pandemic, he established small-business loan and grant programs, distributing $1.2 million in general funds to support struggling local businesses.
- He also managed the emergency operation center during the Caldor Fire and evacuation.
- Under his leadership and through his strong partnerships in the community, Joe advanced the development of the Lake Link micro-transit service, Sugar Pine Village affordable housing, Ski Run Community Park, and a ban on the sale of single-use plastic water bottles, as well as many other community improvements.

The Key to the City is one of the highest honors bestowed by South Lake Tahoe, reserved for individuals who have demonstrated outstanding contributions to the community. Irvin’s tenure exemplified integrity, innovation, and a steadfast dedication to improving the quality of life for residents and visitors alike.
As Irvin transitions from his role to the same one in the City of Malibu, the City of South Lake Tahoe is extending its best wishes for his future endeavors and thanks him for his years of service.
