CARSON CITY — Former Colorado prosecutor Chris Halsor stands before a room filled with prosecutors and cops and asks them a simple question: How many of you can visually identify an ounce of marijuana?
After a momentary pause, a few confident responses and a few slowly raised hands, a young Nevada Highway Patrol officer mutters with a chuckle, “I’d know more than an ounce of marijuana.”
