SOUTH LAKE TAHOE, Calif. – The next meeting of the South Lake Tahoe City Council will be held on Tuesday, August 11, starting at 9 a.m., in the council chambers at the airport.
The meeting includes a hearing on an appeal of the Planning Commission’s approval of the Tahoe Keys Marina Redevelopment Project, their granting Major Design Review, a Special Use Permit, and a variance for a setback encroachment, and adoption of the Project’s Initial Study/Mitigated Negative Declaration under CEQA. They approved a special condition that the applicant redesign the parking lot to add at least 15 additional parking spaces.
The Sierra Club Tahoe Area Group, represented by its Vice Chair, Tobie Tyler,
and Tahoe Sierra Clean Air Coalition, represented by its President, Douglas Flaherty, filed the appeal. They state the Planning Commission approval is not supported by substantial evidence, fails to proceed in the manner required by law under CEQA, and is inconsistent with applicable TRPA requirements. They assert that a full environmental review is required.
Also on the agenda: The Council will receive the report they requested about the conversion of motel units into timeshare units, and how this conversion would affect the Transient Occupancy Tax (TOT) revenue, as timeshare owner stays are not taxable. The topic came up when Margerittaville presented a plan to convert some of its motel rooms into timeshares.
The Council will receive the Emerald Bay Resort Economic and Fiscal Impacts Report and provide direction to staff. The applicant of a possible timeshare development at 1080 Emerald Bay Road, the land adjacent to the South Y Center where the Barton Ranch was once located. The proposed project is a timeshare tourist accommodation use containing 118 units; a clubhouse with amenities; and a covered parking garage. A report on the proposed product as luxury tourist accommodation, comparable to
Sierra Shores and Zalanta Resort. Nightly rentals are assumed to be completive and profitable at an average of $600 to $700 nightly rate, with peak season rates as high as $1,500+ per night.
As previously announced, the Council will consider making an offer of employment to the current Interim City Manager Hilary Roverud and making her city manager.
