SOUTH LAKE TAHOE, Calif. – The next meeting of the South Lake Tahoe City Council will be on Tuesday, September 22, 2026, at 5:30 p.m. Their meeting will follow a closed session, which begins at 4:30 p.m.
The closed session has one agenda item – A conference with labor negotiators and employee organizations:

Mayor Cody Bass will not be in attendance as he is serving a 10-day jail sentence in the Douglas County Jail. Mayor Pro Tem Keith Roberts will be participating remotely from Oaxaca, Mexico, leaving just the three remaining councilmembers in chambers.
The regular council agenda includes:
Vote on an ordinance to amend South Lake Tahoe City Code to authorize daily citations on nondwelling structures that are a nuisance – abandoned or substantially damaged. The ordinance will establish a process for referral of uncorrected nuisance conditions to the city attorney for evaluation of further enforcement action, and refer second reading and adoption to the October 6, 2026 meeting.
On March 10, 2026, Councilmember Robbins (seconded by Councilmember Horgan) requested an agenda item to bring back SLTCC Chapter 4.60 (Nuisances Consisting of Abandoned or Substantially Damaged Nondwelling Structures) for possible amendment to require daily administrative citation for covered nondwelling structures.
On June 2, 2026, City Council considered a first reading of a proposed ordinance
to amend SLTCC Chapter 4.60 and declined to adopt it. The proposed ordinance considered by City Council at that meeting would have expressly authorized, but not required, daily citations, and included additional possible amendments that would facilitate the prompt and equitable issuance of citations for such nuisance issues, as appropriate. Additionally, at that same meeting, Councilmember Roberts requested, and Councilmember Horgan seconded, an item to bring back the proposed amendment to the City Code with additional revisions to require that, for instances in which a property remains in violation of SLTCC Chapter 4.60 after issuance of at least two citations, and in which a sixty-day period has elapsed after issuance of the first citation, and an additional sixty-day period has elapsed after issuance of the second citation, such matters be brought to City Council for review. The present Ordinance brings this item back for a first reading with the requested revisions as well as additional revisions to covered nuisance abatement administrative action fee entitlement, and various changes to SLTCC 4.60.050 (Authority not exclusive).
An abandoned or substantially damaged nondwelling structure means a structure which meets any of the following:
- Whenever the building or structure has been so damaged by fire, wind, earthquake, snow, flood, or has otherwise become so dilapidated or deteriorated as to become:
a. An attractive nuisance to children; or
b. A harbor for vagrants; or as to
c. Enable persons to resort thereto or loiter therein for the purpose of committing unlawful acts; or - Whenever any structure is in such a condition as to constitute a public nuisance in any manner, under any provision of law or in equity; or
- Whenever any portion of a structure remains on a site after the demolition or destruction of the structure or whenever any structure is abandoned for a period in excess of 180 days so as to constitute such structure or portion thereof a public or attractive nuisance or hazard to the public;
- Whenever a structure has remained in a state of partial construction for a period of 180 days or more, and where the continuation of the condition is unsightly or hazardous to the public health, safety, or welfare.
Staff recommends approval of the amendment to the ordinance but does not recommend requiring daily citations without any manner of flexibility.
Also on the agenda is a possible lease agreement with the Tahoe Basin Senior Citizens Center, Inc. to operate the Senior Center for a three-year term.
Local seniors have been expressing a desire to keep their programs at the current county-owned Senior Center instead of moving all operations to the new South Lake Tahoe Aquatics and Recreation Center.
El Dorado County plans to move the senior nutrition program as well as its
other senior services programs to the new Rec Center and has not yet identified a date for the move. County staff will bring this item to the County Board of Supervisors on September 29, 2026, with their recommendation to approve the move of County programs to the new Rec Center. The estimated date for that move is November 1.
Once the County leaves, the Tahoe Basin Senior Citizens Center (SLT Senior Center) proposes to take over the current Senior Center
- Exclusive use of the Senior Center by The Tahoe Basin Senior Citizens Center, subject to a period of non-exclusive use until the County completes the move to the new Rec Center
- Common parking lot use with the Museum
- Term includes a 3-year agreement, and a 30-day right of termination.
- No rent to be collected, no security deposit
- City to pay utility costs
- Tenant improvements allowed subject to approval by the City.
- Assignment and subletting prohibited.
- The Tahoe Basin Senior Citizens Center to provide insurance, indemnification of the City
Public Works estimates there are upwards of $580,000 in potential facility projects or repairs in the next ten years. The facility is being provided on an AS-IS condition.
The County developed a preliminary rough-order-of-magnitude estimate of approximately $2.0 million to $2.5 million for a broader rehabilitation program intended to support continued use of the facility for another five to ten years. This estimate represents a more comprehensive rehabilitation scenario than the City’s FCA-based capital planning figure.
There are also ongoing costs related to the payment of utilities, which were budgeted in fiscal year 26/27 totaling $49,200. As well as costs associated with labor and supplies from the Parks Division for ongoing janitorial and landscaping duties.
