South Lake Tahoe City Council agenda: renter's assistance program. roads and road audit, budget and more

SOUTH LAKE TAHOE, Calif. - The next South Lake Tahoe City Council meeting will be held on Tuesday, March 12, 2024 at 9 a.m. in the Council Chambers at the airport. The public can participate in person or online (instructions and viewing options here).

The agenda includes the mid-year budget review, an update on the 2024 Road Rehabilitation Program, and:

A presentation on a basin entry fee.

The results of the US 50/89 Road Safety Audit will be presented. In 2023, Caltrans conducted a traffic study on US50 and SR89 and, because of the results, suggested a speed increase. The City Council opposed the proposed changes. Then the City and Caltrans jointly funded a new road safety audit that was conducted in October. Those results and recommendations will be shared.

Possible decision on $200,000 for a renter's assistance program. It is suggested the City provides security deposits as a zero-interest loan directly to the landlord for income-qualifying individuals or households once a lease is signed and an application is submitted. The amount offered for the security deposit depends on the number of bedrooms in the rental unit. The lease must be for a minimum of six months if the individual/household is a current city resident and a minimum twelve-month lease for others.

A motion could be presented to amend the City Code where nuisance and abandoned nondwellings and dwellings are concerned. Abandoned, damaged and partially constructed structures constitute blight, become attractive nuisances, lower property values, and are a source of frustration to neighborhoods. The City Code currently contains procedures for remedying properties that contain abandoned or damaged dwellings and non-dwelling structures and are found to be an attractive nuisance. However, the City Code does not currently specify procedures for remedying partially constructed structures that are left incomplete and constitute an attractive nuisance. Possible fines will also be discussed.

On September 12, 2023, City Council passed a motion directing that a rental
registry program be created that includes rents and basic census information for all properties three units and more and the registry for any other rental properties would be voluntary. This draft ordinance has been prepared consistent with the direction given by the City Council. Furthermore, the Planning Commission voted unanimously to recommend that the City Council adopt the draft ordinance.

Also, amendments to the Code for Accessory Dwelling Units will be discussed as will their design.
