El Dorado County VHR Advisory Committee presents list of recommended changes

EL DORADO COUNTY, Calif. - El Dorado County Supervisor Brooke Laine held a community vacation home rental (VHR) meeting Wednesday to review the results of the 13-member VHR Advisory Committee. Laine put together a volunteer committee from many segments of the community to evaluate the current VHR ordinance over the last eight months. Their goal was to create a document to help reduce community divisiveness and discover where the community might find common interests and common ground on the design and management of its VHR Program.

The public who attended Wednesday's meeting were able to go to different stations and discuss proposed changes to staff members.

Laine will be collecting comments on the new document through April 5. Everything will be presented to the Board of Supervisors during their meeting in South Lake Tahoe on May 14. At that meeting, the board could provide staff with direction on possible changes to the VHR ordinance.

With some of the committee members for VHRs, and others against, they decided to work on things they could agree on.

"Early and throughout the process, all Committee members agreed that stronger enforcement of code compliance is essential to reduce negative effects of VHRs on residential neighborhoods," the committee said in the report.

Some of the recommendations:
Invest in a dedicated VHR enforcement unit
Develop a central complaint tracking and response system
Enhance illegal rental enforcement
Modify “Local Contact” Requirements
Lower the cap to 600 VHR permits in the Tahoe Basin to go along with the 500-foot buffer
Develop regulations for hosted rentals
Strengthen compliance standards in the ordinance
Adjust fines and penalties
Suggestion for County to charter VHR commission with formal authority
