South Lake Tahoe City Council meeting to address cell towers and housing workplan

SOUTH LAKE TAHOE, Calif. - The City Council will hold their regularly scheduled monthly meeting on Tuesday, April 14 starting at 9:00 a.m. with a closed session at 8:45 a.m.

This will be an online meeting that can be followed on Charter Channel 21 or via the City's website, https://cityofslt.us/. Remote public participation is allowed by email or phone (instructions below).

Joseph Irvin is slated to start as the new city manager on May 4 and the Council will be voting on his five-year contract which includes a base salary of $175,000, $19,000 annual contribution towards a 401a account, medical coverage, 224 hours of paid time off per year, 100 hours of administrative leave per year, $250 travel budget for within El Dorado County, retirement benefits and relocation expenses up to $2,500. Irvin and his family currently reside in Healdsburg, Calif. If let go without cause, his severance pay would be six-months pay, or the rest of the contract term, whichever is less.

The Council will also be hearing from their Housing Manager on a 2020-2022 Housing Workplan that identifies projects and activities during those two years. Staff has created the plan based on the South Shore Region Housing Needs and Opportunities Study and Local Residential Housing Action Plan which showed a need to create 3,290 housing units through 2026 for residents and the workforce.

Council will be voting on a wireless communication facility ordinance when they are placed on private property. This proposed ordinance regulates wireless facilities outside public rights-of-way, including on parcels within City limits under private or governmental ownership. Staff is developing separate regulations
that would govern placement of wireless facilities in rights-of-way.

There have been many public meetings, heated debates, and presentations up to this point where cell towers are concerned.

"This proposed ordinance is intended to address community concerns and increase local control over regulation of wireless facilities in compliance with federal and state law, which places some limitations on cities’ ability to regulate." states the Staff report.
