Heavenly parking agreement termination, 3-cart garbage system, and commercial use of boat ramp on Council agenda

SOUTH LAKE TAHOE, Calif. - The next meeting of the South Lake Tahoe City Council is on Tuesday, June 4 at 9 a.m. The agenda is full since the last meeting had to be canceled due to a lack of an onsite quorum.

The City Council will vote on ratification of the termination of a parking agreement with Heavenly Mountain Resort (Heavenly Valley Limited Partnership). When the latest parking agreement was updated in 2023, either party could notify the other party to terminate before June 1, 2024. Since the council meeting was canceled on May 21, City staff notified Heavenly that the agreement would be terminated based on prior direction of the Council, and the Council will now vote on ratification of what was sent.

The City has been trying to work with Heavenly on annexing the California side into the city limits. All business to Heavenly travels on South Lake Tahoe roads, but the resort is in El Dorado County so no funds were being given to the City for roads and other safety measures. The City had added No Parking and Permit Only Parking signs to neighborhood streets around the resort.

The 2023 agreement had Heavenly pay $54,320 to the General Fund and $3,500 to the Snow Sweeping account annually. Heavenly contributed $106,000 in 2023 to help with the Ski Run pavement project.

At their meeting on April 23 meeting, the City Council said they were ready to play hardball with Heavenly Mountain Resort after ski area officials did not respond to a request by the city to support their annexation efforts.

On May 22 the City sent Heavenly the parking agreement termination letter, and Heavenly CEO Tom Fortune responded on May 29. He said they were "disappointed and puzzled" about the letter. He also asked how the City was planning on managing parking and covering costs, labor, and equipment the resort supplied.

The City's new plan is to not allow any parking on Ski Run Blvd., and all neighborhood streets would be No Parking or Permit Parking Only, leaving no parking in the area for skiers who didn't have permits.
