El Dorado County officials declare State of Emergency due to Caldor Fire

EL DORADO COUNTY, Calif. - The El Dorado County Board of Supervisors today held a special meeting to vote on ratification of a Proclamation of a Local Emergency due to the Caldor Fire. Sheriff John D'Agostini has the authority to issue the order, which he did on Tuesday, and the Board today unanimously ratified it within the seven days of issuance, as required.

If necessary, the Board can renew the proclamation every 60 days.

This proclamation puts the County in the best possible situation, and enables them to expedite access to State and Federal resources and any other appropriate federal disaster relief programs.

Governor Newsom proclaimed a State of Emergency in El Dorado County on August 17, paving the way for relief for communities and individuals affected by the fire.

The Sheriff's proclamation:

WHEREAS, the California Emergency Services Act (Gov. Code §8550 et seq.), including but not limited to Government Code §8630, empowers the Board of Supervisors or other officers designated by ordinance to proclaim the existence of a local emergency; and

WHEREAS, pursuant to El Dorado County Ordinance Code Chapter 2.21, the Sheriff is designated as the Director of the Office of Emergency Services and, as such, is authorized to proclaim a local emergency; and

WHEREAS, on August 17, 2021, the Sheriff as the Director of the Office of Emergency Services proclaimed a local emergency based on conditions of extreme peril to the safety of persons and property within the territorial
limits of the County of El Dorado as a result of the Caldor Fire, which started on August 14, 2021; and

WHEREAS, conditions are or are likely to be beyond the control of the services, personnel, equipment and facilities of the County of El Dorado, and require the combined forces of other political subdivisions to combat;
and

WHEREAS, the Board of Supervisors hereby finds that conditions of extreme peril continue to exist due to an imminent and proximate threat to the safety of persons and property within the territorial limits of the County of El Dorado as a result of the Caldor Fire for reasons set forth in the proclamation of local emergency by the County’s Director of the Office of Emergency Services, dated August 17, 2021, attached hereto and
incorporated herein.

NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors for the County of El Dorado does hereby ratify the local emergency proclaimed by the County’s Director of the Office of Emergency Services on August 17, 2021, which shall continue in effect until terminated by the Board of Supervisors.

BE IT FURTHER RESOLVED AND ORDERED that during the existence of said local emergency, the powers, functions, and duties of the Director of the Office of Emergency Services or designee and the emergency organization of the County shall be those prescribed by state law, by ordinance, resolutions, or other action of the Board of Supervisors, and by the current Emergency Operations Plan; and that the State expedite access to State and Federal resources and any other appropriate federal disaster relief programs.
