SR28 construction schedule to change to meet October deadline

Crews working on the SR28 Shared Use Path/Safety/Stormwater project in Incline Village will start a 24-hours-a-day schedule on Wednesday, Sept. 21, and then from Monday, Sept. 26 to Friday, Oct. 7.

The Nevada Department of Transportation has announced the updated late-September/early-October construction schedule to meet their original Phase 1 completion date of October 20.

Motorists should anticipate delays of up to 30 minutes with one-lane flagger controlled closures near Hidden Beach, one mile south of Incline Village. (During Phase 1, the average wait time has been 5-15 minutes.)

Work will include relocation of a sewer (effluent) pipe near Sand Harbor as well as an undercrossing tunnel for the SR 28 shared-use bike path.

In addition, rolling road closures will occur from 7:00 a.m. – 9:00 a.m. on Wednesday, Sept. 28 and again on Sunday, Oct. 2 for wide load trucks to deliver the precast concrete tunnel. Motorists should expect delays between 30-60 minutes.

Northbound traffic will be held at certain locations on State Route 28 from the intersection of US 50 Spooner Summit to Memorial Point (just North of Sand Harbor) to allow for the trucks. Once through, cars will be allowed to proceed. Southbound traffic will be allowed to travel behind the trucks.

The roadside parking lot at Memorial Point will be closed from Tuesday, Sept. 27 from 5:00 p.m. until Thursday morning Sept. 29 as well as Saturday, Oct. 1 from 5:00 p.m. until Monday morning Oct. 3 to allow for a truck staging area.
After Oct. 7, access will revert to the original road configuration with construction hours returning to weekdays Monday through Friday, 7:00 a.m. - 6:00 p.m. through Oct. 20. All lanes will be open during non-working hours.
The project will be constructed over the next two to three years to build a three-plus mile shared-use path from the south end of Incline Village to Sand Harbor State Park. An underpass will be constructed beneath the highway to bring the path from the east to west side of the road near the Flume Trail. Three new parking areas will be constructed near the Ponderosa Ranch and Tunnel Creek Café, providing safer parking options for the almost one million recreationists who visit the area each year. Centerline rumble strips and emergency roadside turnouts will also be added to State Route 28, further enhancing motorist and pedestrian safety. In addition, water quality improvements such as enhanced roadside drainage inlets, sediment filtration systems and erosion control will be installed to help preserve the quality of stormwater entering Lake Tahoe. NDOT has contracted Granite Construction to implement the project by fall of 2018.

More than two and a half million vehicles a year travel on State Route 28, mixing with as many as 2,000 pedestrian and bicyclists who park and recreate near the roadside on peak days and creating safety and accessibility concerns on the mountainous highway. Nearly 107 crashes occurred in the area between 2006 and 2013; accounting for approximately 25 percent of crashes on State Route 28.
