With hundreds of new laws every year for the past 45 years, one might wonder if anyone knows them all or can keep track of the changes. There are new laws on the books for both California (800 new laws) and Nevada (45 new laws) that Lake Tahoe residents might want to brush up on.

Here is an overview of some of them:

California

Mayor Tom Davis touched on more than a couple of dozen points during his State of the City Address which was presented to an overflowing full house at Tuesday's City Council meeting.

Among the Davis's highlighted city successes for the year:

Linear Park - Over $600,000 was spent on a paved bike path, landscaping and an additional 22 lights on a stretch from Wildwood Avenue to just before Pioneer Trail.

In an effort to encourage dog owners in El Dorado County to have their dogs licensed or renew expired licenses, El Dorado County Animal Services is offering an amnesty period for late and never-licensed, spayed or neutered dogs beginning September 28 through November 30, 2013. During the two month amnesty licensing period, the penalty fees for late, expired, and never-licensed spayed or neutered dogs will be waived by Animal Services.

The South Lake Tahoe City Council made its 2013 appointments to the Airport Land Use, Building/ADA Board of Appeals and Planning Commissions at Tuesday's meeting. Mayor Tom Davis, Mayor Pro Tem Hal Cole and Councilmember JoAnn Conner all voted with Councilmember Angela Swanson absent from today’s meeting.

The County of El Dorado and the Northeastern California Small Business Development Center-Greater Sacramento/Sierra (SBDC) have partnered to offer a No Cost 12-week workshop series and one-on-one business consulting at the El Dorado County Library 1000 Rufus Allen Blvd, South Lake Tahoe beginning November 1, 2012. California Governor Jerry Brown cleared a mountain of legislation off his desk over the weekend ahead of a midnight Sunday deadline. Here are some of the highlights of the bills he signed and vetoed.

As I noted earlier this year, one of California’s two Free Fishing Days will be on Sept. 8. The other Free Fishing Day was way back on July 7. You can fish, all day, without a fishing license on Saturday.
You will be able to fish wherever you like in California, without the need for a fishing license.

Americans could see the first U.S.-based licensed and regulated real-money poker site this holiday season.
At Monday’s Gaming Policy Committee meeting in Las Vegas, Nevada Gaming Control Board Chairman Mark Lipparelli said that the Silver State will likely issue its first licenses in 30-60 days — and it will probably take another six to eight months after that before games are running.
Despite efforts from a handful of other states, Nevada remains the only jurisdiction in the country where online poker is legislatively authorized.

Barton Health has provided home health and hospice services to the Carson Valley and its surrounding areas since 1987, but with declining reimbursements and increasing regulations on home health and hospice services it has become cost-prohibitive to cover such a large area.

The South Lake Tahoe City Council voted October 18 to approve the budget for Fiscal Year 2011-2012, which imposed layoffs for 19 employees who were relieved of their duties last Friday, November 18.

On Wednesday morning Oct. 19, Elaine and I went fishing at Lake Tahoe for Mackinaw lake trout with our longtime good friend and sport fishing guide, Gene St. Denis of Blue Ribbon Charters outfitted South Lake Tahoe, Calif.
“Gino” has fished Tahoe for some thirty years (the last 13 years as a fishing guide) and is one of the top, if not the top, guides at that lake.
