South Lake Tahoe appoints public works, administrative service directors

South Lake Tahoe City Manager Nancy Kerry announced Friday the appointment of Raymond Jarvis as director of Public Works and Mary Morris as Administrative Services director both of whom will begin their service with the City on August 12.

“I am very pleased to announce the selection of Ray and Mary to round out the City’s organization leadership team," said Kerry. "We are fortunate to recruit professionals of their caliber to join the City’s Senior Management team. I am confident they will serve the community and City Council well. Please join me in welcoming them, and their families, as they relocate to South Lake Tahoe.”

Mr. Jarvis, P.E., brings a solid 29-years of experience working in both the public and private sectors in the field of Public Works. He has been in his current position as Public Works (and Transportation) Director for the Town of Mammoth Lakes since 2004 and previously served as the Assistant Public Works Director for the City of Fresno. In Mammoth Lakes, Mr. Jarvis oversaw the operations of the Engineering, Maintenance (Facilities, Streets, and Parks) and Fleet Management as well as Airport and Transit Operations, which supported regional air service and aviation to the Town of Mammoth.

In Fresno, Mr. Jarvis developed and implemented a 5-year capital improvement program including public works and client department projects totaling $216M. As a Professional Engineer with a degree in Civil Engineering, from Chico State, coupled with his long career in Public Works and capital project management, Mr. Jarvis is highly equipped to lead the City’s reformed Public Works Department, which includes Engineering, Stormwater, Capital Projects, and Operations (Streets, Fleet, and Facilities).

“Ray’s experience combined with his strategic and visionary approach to Public Works, made him a stand out candidate to lead the City’s Public Works Department and build upon the excellent work city crews perform on a daily basis,” said City Manager, Nancy Kerry. “We are thrilled for the City and community that Ray accepted our offer to join the team and relocate his family to South Lake Tahoe.”

Ms. Morris has 28-years of steady professional growth and experience in the areas of Finance, Human Resources, Information Technology and Risk Management Administration in both the public and private sectors. Most recently she served more than ten years as the Finance and Administrative Services Manager/Chief Financial Officer for San Juan Water District in Granite Bay, CA. A graduate of California State University, Sacramento with an MBA in Business Administration and Bachelor of Science Degree in Accountancy, Ms. Morris brings a plethora of experience to South Lake Tahoe.

Ms. Morris is an active member of the Government Finance Officers Association also serving on the Special Review Committee and as a Budget Reviewer. She was appointed by State of California Controller John Chiang to the Local Government Advisory Committee on Financial Reporting. She has been awarded both the GFOA’s Certificate of Achievement for Excellence in Financial Reporting and Distinguished Budget Presentation Award.

In announcing the selection, Ms. Kerry said, “Mary’s experience, education and training bring a full range of professional expertise to the City’s newly formed Administrative Services Department to complement a great team of employees. Coupled with her leadership style, I am very excited to have Mary become a key partner of the City’s Senior Management Team. She will lead us through a new budgeting process for the 2014/15 budget year examining methods to provide the City Council and community opportunities to prioritize budgetary decisions and develop outcome measures to track our performance.”
