City Council Tuesday: Leash laws, housing project, tourist core and designated free speech area

SOUTH LAKE TAHOE, Calif. - There is a long agenda for the South Lake Tahoe City Council meeting at 9:00 a.m. on Tuesday, August 11. They will be voting on a resolution to create a designated Free-Speech Area at Lakeview Commons for peaceful protests, along with a selection of a new mayor and mayor pro-tem, and discussion of a draft Five Year Capital Improvement Plan.

The Council will discuss amendments to their current codes where dogs on and off leash are listed. New codes were created to become a more dog-friendly community while protecting residents from unleashed dogs. The updates will include where leashed dogs are allowed in designated areas on public property as well as the City's limited unleashed designated areas.

They will also vote on an amendment to the Tourist Core Area Plan to extend boundaries of the tourist area to include the Beach Retreat and Lakeshore Lodge to achieve redevelopment and reinvestment in properties.

In other agenda items, the Council will discuss and vote on:

Appeal of Planning Commision action overturning the closure of VHR Permit # 102222, 439 Ala Wai Blvd., #136.

Appeal of Planning Commision action upholding the closure of VHR Permit # 7714, 1439 Ski Run Blvd/, Unit J4.

Acceptance of $640,094 loan for airport hangar pavement rehabilitation project. City Council authorized the Airport Manager to apply for Caltrans Airport Development Loan to finance 100% of probable construction costs related to South Hangar Taxi Lane Rehabilitation Project. Caltrans Division of Aeronautics approved said loan application on July 10, 2020. Repayment of loan is ten years.

Saint Joseph Community Land Trust has submitted conceptual plans to the City for the development of its vacant site on Riverside Ave. The proposed plans call for the construction of two 2-bedroom, 2 bath and one 3-bedroom, 2 bath single
family dwelling units with attached single car garages. The homes are to be made available for purchase to households at or below the moderate-income level using the land trust model of a ground lease to provide permanent affordability for fulltime residents.

Consider Motorola Solution’s Inc. bid protest dated July 10, 2020, and Pass a Motion to: 1) Grant the bid protest; 2) Deny the bid protest; or 3) Reject all bids and re-advertise Request for Proposal for Public Safety Radio System Replacement. A contract for new public safety communications was awarded to Walker
Telcomm and Motorola has protested the bid.

Vote on approving an application for funding and the execution of a grant agreement and any amendments from existing Community Development Block Grant (CDBG) Program Income for the Bijou Park Connector Multi-Use Trail. The City has a CDBG PI balance is $977,056.29 and must spend it on qualified projects or return it.

Vote on applying for a grant to purchase a small to mid-size motel property. The Tahoe Coalition for the Homeless requested that the City of South Lake Tahoe apply to the Homekey Program to fund the acquisition/rehabilitation of the property for the purpose of providing supportive housing for chronically homeless adults. For City Council consideration, staff prepared a resolution requesting $7,440,000 of Homekey funds for a property yet to be identified.
