Special Douglas County meeting on Master Plan update and Park Ranch

DOUGLAS COUNTY, Nev. - The Douglas County commissioners will be holding a special meeting on a Development Agreement between Park Ranch Holdings LLC and Master Plan amendments on Tuesday, December 3 at 9:00 a.m.

The proposed plan and agreement have been controversial and Douglas County will not only have the meeting in a larger space than normal, but a separate viewing area has also been set up. The meeting will take place at the CVIC Hall, 1602 Esmeralda Avenue in Minden, and due to the cold weather, they will move the secondary outside location at Minden Park to the historic courthouse at 1616 8th Street in Minden. DART Transportation will provide transportation to and from the CVIC Hall to the courthouse from 9:00 a.m. until the meeting concludes.

. County offiicials say its their first attempt to livestream from a remote location with a new vendor. To avoid potential problems they are testing the location site and ask for patience from the public should they experience any technical difficulties.

Public comment on the proposed changes to the Master Plan, which was adopted in 1996 and updated in 2011, has been averaging six hours per meeting.

The commissioners are scheduled to take action on changing the Receiving Area land use designation on approximately 1,044 acres of Park property in the Topaz Ranch Estates Community Plan to align with existing zoning and change the Rural
Residential & Agriculture land use designations on approximately 1,120 acres of Park property in the Minden & Gardnerville Community Plans.

Fifteen years ago, Park Cattle Company agreed to dedicate a 105-foot wide portion of land for expanding Muller Parkway in exchange for the County agreeing to a Master Plan amendment of changing two of their parcels to rural residential. Plans are for Muller to become a four-lane road from Riverview Drive south of Gardnerville to U.S. 395 north of the Town of Minden.

Agreeing to the proposed action would also include:

2) deeding real property for Muller & associated improvements;
3) setting a six-year time frame for construction of two lanes of Muller;
4) establishing the responsibility for construction costs & expenses for Muller between Park & the County;
5) granting a public drainage easement by Park for County construction of Highway 88 culverts;
6) establishing a maximum of 2,500 residential dwelling units to develop upon the Receiving Area;
7) setting forth the processes for reviewing proposed zoning & development within the Receiving Area;
8) precluding the County from rescinding the Receiving Area land use designation for 30 years; and
9) confirming this amendment supersedes Ordinances 2004R-1097 and 2007-1223 in their entirety.

The planned development will take 20‐50 years to develop.
