Full City Council Agenda on Tuesday Including Tahoe Wellness Cooperative's Event Permit Appeal

The City Council agenda for Tuesday, April 14th runs the gamut from a presentation on the Tahoe Valley Plan to the Cal Trans Master Agreement to hearing an appeal by Cody Bass of the Tahoe Wellness Cooperative.

Council will meet in closed session at 8 a.m. on anticipated litigation. The regular meeting will be called to order at 9 a.m.

Agenda items include Kindred Murillo, President of LTCC will give a presentation regarding a proposed bond measure this fall; Budgetary items will be discussed, including cost changes on the Bijou Area Erosion Control Project; City Code titles; Ski Run BID Annual Report and a presentation on City wide construction projects.

At 2 p.m. (the Council will reconvene if they were already adjourned), the City Council will hear an appeal by Cody Bass of the Tahoe Wellness Collective. He is planning the 4th Annual TWC Cup, an outdoor Spring concert and celebration held each year on April 20 (this date has become a counterculture holiday in North America, where people gather to celebrate cannabis).

Bass said he was surprised to hear that his permit was denied so he has filed an appeal so the event can go on as planned. "I'm trying to work out something with the city," said Bass.

According to City Manager Nancy Kerry, the permit was denied because the event has been advertised as being larger than in years past and that Bass doesn't have the consent of all neighboring business owners which would be impacted by a large event on a holiday weekend.

"The overall issue with the event is the lack of a thorough plan for parking and security to control non-medicinal use of marijuana, which was a significant concern to the public last year," said Kerry.

Bass said he will propose to the City on Tuesday that the event move to Lakeview Commons, which is an area familiar with outdoor concerts, and that he will make it free for everyone.
