2nd virtual town hall meeting for El Dorado County vacation home rentals at Lake Tahoe

EL DORADO COUNTY, Calif. - The second virtual Town Hall meeting focusing on vacation home rentals (VHRs) in the El Dorado County portion of Lake Tahoe will be held on Wednesday, June 10 at 4:00 p.m. on Zoom.

Led by District 5 Supervisor Sue Novasel, she and staff will provide some background on VHRs regulations to date, review options for meeting the Tahoe Regional Planning Agency neighborhood compatibility Performance Review Standards, and review input received from the public, addressing questions and comments received.

Public input results from the May 13th Town Hall are available on the County VHR webpage along with a video of the first meeting -https://www.edcgov.us/Government/planning/vhr. 181 people responded to the survey with almost the equal number of people strongly opposing and strongly supporting the instituing of a separation distance between VHRs in the County, a majority supporting a limit and other requirements on large VHRs (occupancy over 12), and support of a cap on VHRs almost the same count as the opposition to a cap.

The Tahoe Regional Planning Agency has adopted a code amendment adding a VHR neighborhood compatibility formula to the system of issuing building allocations.

A jurisdiction could possibly receive more allocations should they meet criteria on short-term rental location, operations, and enforcement.

- Location: Requires local jurisdictions demonstrate that STRs will be located consistent with land uses and the transportation goals in the Regional Plan and through policies that address issues such as the proximity to town centers, major tourist facilities, public transit and bike/pedestrian transportation amenities.

- Operation: Requires local jurisdictions demonstrate that they have an ordinance in place that addresses noise, occupancy, parking, refuse, defensible space, water quality, public health and safety, public/visitor education and other program elements, such as on-line permitting and annual renewal/registration.

- Enforcement: Requires local jurisdictions demonstrate that they have a program in place for enforcing the locational and operational STR requirements, bringing illegal STRs into conformance, and addressing nuisance behavior of STR renters and visitors.
