County to hold VHR meeting in South Lake Tahoe
Submitted by paula on Sun, 10/29/2017 - 11:05amThe El Dorado County Tax Collector will be holding a meeting to discuss vacation home rentals (VHRs) in the non-city limits portions of South Lake Tahoe on Wednesday, November 1 at 2:00 p.m. at the SLT library.
C.L. Raffety is holding the public meeting to discuss recent changes in the ordinance, and hear suggestions for amendments. Under consideration for changes include no sub-leases of vacation homes, signage requirements and looking at ways to eliminate clusters of VHRs in neighborhoods.
Special City Council meeting addresses Vacation Home Rentals

The Medical Marijuana Advisory Committee for El Dorado County will meet again on Thursday, October 12 in Placerville to discuss proposed ordinance changes to both the cannabis cultivation ordinance and code compliance ordinance that will create a civil enforcement process for marijuana cultivation.
Supervisors Sue Novasel and Michael Ranalli were appointed to the ad hoc committee in March 2016 and have been meeting with stakeholders since then as well as looking at what similar counties are doing in their communities. The Medical

Submitted by paula on Sat, 09/09/2017 - 7:25amMore than a few people have asked me if I was frustrated by this last city council meeting and the 6.5 hour discussion regarding the revised VHR (Vacation Home Rental) ordinance. I thought the City Manager's introduction on why we were looking at a revised ordinance and the staff presentation on the revisions were excellent and on point. At first I was a little confused about some of the council questions of staff but reminded myself that the VHR sub-committee made up of Mayor Pro Tem David and myself have been living, sleeping and eating the VHR issue for over two years.

This new way of vacationing has not come without issues so many towns are creating ordinances or, like in Anaheim and other cities, banning them.
City of South Lake Tahoe looks at temporary ban of marijuana sales
Submitted by paula on Tue, 08/29/2017 - 11:55pmThere is no need to rush into an ordinance regulating the sale of marijuana in South Lake Tahoe. That was the overwhelming opinion of the SLT City Council Tuesday night after a special, four-hour long Cannabis Workshop.
"We owe it to our community to make sure we take every measure to protect them," said SLT Mayor Austin Sass.

It may not yet be known after today's workshop held during the South Lake Tahoe City Council meeting in front of a full house, but all sides appear to be committed to creating something that works for everyone in the community.
Cities across the country are grappling with their own ordinances for VHRs as the new trend towards vacationing centers around renting a home instead of staying in a motel or hotel.

Schools out, the temps are soaring in the valleys to the west and east of us, the roads are free of snow, and visitors from all over the world are getting away to see beautiful places and enjoy the great outdoors. For many of our businesses this is is the best time of the year. For many locals who like to play on the mountain trails and along the beach and eventually need to get to work, this is the hardest time of the year.

Socioeconomic study on South Lake Tahoe vacation rentals released
Submitted by paula on Wed, 06/14/2017 - 8:06pmWhen the South Lake Tahoe City Council voted on a new Vacation Rental Ordinance in 2015 they also promised to hire a consultant to prepare a socioeconomic study on the impact vacation home rentals (VHRs) have on the community.
The results of the study were presented to the City Council and the public during a special meeting on Tuesday.
Sass Talk: Cannabis discussion continues
Submitted by paula on Sat, 06/03/2017 - 8:01amI took a couple of field trips this month related to learning more about cannabis and how it may affect our city if retail, commercial grows, testing, and edible production are implemented. I learned a lot and will share some of the highlights with you.
The first trip was to Breckenridge, a visit I piggybacked on top of a wedding I attended in Vail. I met with their Mayor, City Manager (formerly the police chief) and the assistant city manager. We met for two hours and our talk was primarily centered on their experiences with the legalization of cannabis in Breckenridge.

South Lake Tahoe is not alone in this issue which has pitted home owners vs. home owners vs. community members. As with any divisive issue, there is no easy answer.

"Our biggest fear is that the City has changed the intent of the ordinance without the council approval," said Josh Priou, Director of Product Development at Lake Tahoe Accommodations and a member of SLTVRA, South Lake Tahoe Vacation Rental Alliance.
County marijuana committee creating policy in case November ballot measure passes

Dogs allowed back in the Upper Truckee Marsh, ban ending

Each year, the California Tahoe Conservancy closing the marsh to dogs from May 1 through July 31 to protect the critical breeding habitat for special, threatened, and endangered species.

El Dorado County Supervisors vote to change VHR regulations at Lake Tahoe

Missing was the heated public comments from the Vacation Home Rental owners as seen at South Lake Tahoe City Council meetings.
The changes for VHRs in the Tahoe side of the County (the Board of Supervisors at a duly noticed meeting shall have the authority to impose additional standard conditions applicable to vacation home rentals as necessary):

The Tahoe Fire and Fuels Team is hosting a free workshop for local defensible space and tree removal contractors on Friday, May 28 to be held on Friday, May 27, 2016, from 8:30 a.m. to 12 p.m. at the Tahoe Regional Planning Agency offices, 128 Market Street, Stateline, NV 89449.
Contractors attending this workshop will be included on the 2016 Tree Removal and Defensible Space Contractor List provided to residents participating in defensible space grant programs, requesting tree removal permits, or receiving defensible space inspections.

Upper Truckee Marsh closed to dogs to protect mating endangered species
Submitted by paula on Wed, 05/04/2016 - 6:51pmIt's time again for the Upper Truckee Marsh to be closed to dogs in order to protect the critical breeding habitat for special, threatened and endangered species such as the Willow Flycatcher.
The marsh area will be closed through July 31, 2016. Leashed dogs may once again travel through the the Upper Truckee Marsh starting August 1.
The California Tahoe Conservancy-owned Cove East property, west of the river and marsh, remains open for year-round, leashed dog access.
The El Dorado County Sheriff enforces county and city ordinances and Conservancy staff monitors for compliance.
Tahoe Regional Young Professionals to host town hall meeting

The inaugural Tahoe Town Hall will be hosted by the Tahoe Regional Young Professionals (TRYP) on Wednesday, April 20 from 6:00 p.m. to 7:00 p.m. at the Lake Tahoe Community College Student Center.
This free community event will cover local ordinances that impact residents and TRYP invites all to attend to learn the facts and openly answer questions concerning issues in our community and its progress.
Everyone will have an opportunity to ask questions, and they can even be submitted here prior to the event.
TRPA fines Martis Camp Club for unauthorized dredging
Submitted by paula on Thu, 12/17/2015 - 1:26pmTo resolve a pending violation for unauthorized dredging, the Martis Camp Club has agreed to pay a $5,000 fine and restore the area disturbed at its Martis Camp Beach property, located at 6920 North Lake Blvd., in Placer County. The Tahoe Regional Planning Agency Governing Board approved the settlement agreement yesterday.
New drone regulations for Lake Tahoe and the US
Submitted by paula on Mon, 12/14/2015 - 9:11pmNow that the gift giving season is upon us, many people may have model airplanes, drones or quadcopters on their wish list. There are some new rules in place that all users of the unmanned aircraft systems (UAS) need to know.
The Federal Aviation Administration today that all UAS units weighing between 0.55 pounds and 50 pounds must be registered by February 19th, 2016.
Opinion: The City of South Lake Tahoe no longer uses data to make management decisions

I don’t intend this to be a discussion on whether plastic bags should be banned or not (although I openly support policies that bring about greater environmental stewardship in our community), but I am questioning whether there was due diligence in acquiring the data needed to accurately represent the desires of the community when making this decision.

Opinion: Trial and Error City Government

After an eruption of dissent from the business community, the City had to reverse its onerous sign permit fees and acquiesce to the demands of the business community.
Douglas County Commissioners propose two tax increases

The Countywide Connectivity initiative looks at several projects both at the lake and in the valley that would address safety issues for walkers, cyclists and drivers while creating vibrate business districts that attract investment.
Easier and cheaper process looked at in South Lake Tahoe City Codes

Since it was organized in 2014, the City Attorney has been working with departments to update each section of the City Code. For portions that pertains to zoning, land use, development standards and building standards, City staff looked at ways to streamline the process and remove permit process portions of the code where possible.
Report: Groundwater pumping in California has land sinking
Submitted by paula on Thu, 08/20/2015 - 8:04amVast areas of California's Central Valley are sinking faster than in the past as massive amounts of groundwater are pumped during the historic drought, state officials said Wednesday, citing new research by NASA scientists.
The data shows the ground is sinking nearly two inches each month in some places, putting roads, bridges and vital canals that deliver water throughout the state at growing risk of damage.
New South Lake Tahoe VHR ordinance goes into effect October 1
Submitted by paula on Tue, 08/04/2015 - 9:05pmA new vacation home rental (VHR) ordinance will take effect in South Lake Tahoe on October 1, 2015.
The new ordinance will require all homeowners who want to rent out their homes to get it inspected by the Zoning Administrator prior to being issued a license. Since the real estate community told City Council that not having a permit prior to escrow may cause homeowners to lose sales, the current homeowner may now get it inspected prior to the sale in order to take as much uncertainty away from sales as possible. This inspection will be valid for one year.
City Council addresses craft shows and outdoor displays
Submitted by paula on Wed, 07/22/2015 - 9:08pmThe South Lake Tahoe City Council narrowly approved a new temporary craft show ordinance and increased fee schedule during their meeting on Tuesday.
"Seems like overkill," said Councilwoman JoAnn Conner in her vote against the ordinance. "Its a tremendous amount of work for anyone who wants to come in and do an event and its a tremendous amount of work for staff."
Conner was speaking of the new ordinance which changes the rules for the eight temporary craft shows held annually in the city each year. She and Tom Davis were the two dissenting votes.

Submitted by paula on Tue, 06/16/2015 - 10:33pmOnce again, an audience full of mainly Realtors and property managers filled the South Lake Tahoe City Council Chambers as the topic of Vacation Home Rentals (VHR) was on the agenda for discussion.
Renting a vacation home is being increasingly popular in South Lake Tahoe just as in other communities. Many tourists prefer to rent a VHR instead of a traditional motel or hotel room. There are many reasons from enjoying time with family to reunions and wedding parties.

RE: motel housing
Honorable City Manager and City Council,
I am writing to you out of concern about the possible new ordinance regarding motel housing. In the past six years I have been involved with working for and advising various properties. The seven different properties opened my eyes to a separate part of our community that goes mostly unnoticed.
