South Lake Tahoe City Council agenda: Establishing Tahoe South Shore Transit JPA, garage funds, cannabis grants

SOUTH LAKE TAHOE, Calif. - The next meeting of the South Lake Tahoe City Council is on Tuesday, February 13 starting at 9 a.m. It will be held at the Lake Tahoe Airport and can be viewed online.

On the agenda:

An agreement to join forces with El Dorado County to establish a Tahoe South Shore Transit Joint Powers Authority. There is a desire to expand on the success of the Lake Link micro-transit service and develop a reliable system to support transit options throughout the South Shore area. Meeting this goal will require long-term sustainable funding and an agency with the qualifications and capacity to manage transit operations and state, federal, and local transit funding. Establishing a Joint Powers Authority would provide an opportunity for the City and El Dorado County to work cooperatively to pursue transit funding and provide local transit services in the South Shore area.

A contract amendment with Walker Consultants to provide additional services related to the City Parking Garage, located at One Bellamy Court. The design and construction of Phase 1 of the project was completed in October/November 2023, which included structural upgrades and changes to the circulation pattern. The current phase of the project will include the installation of EV Charging stations, a new Revenue and Access Control System, and an Advance Parking Guidance system. The City is planning to issue an RFP for the procurement of the EV charging stations and the new Access Revenue Control System/Parking Guidance System. A public works contract will be prepared for the installation of the equipment. The City is planning to begin installation after Labor Day 2024, with the completion before the winter season 2024-2025. Additional work has been requested from Walker's consultant for the procurement and construction of the various equipment necessary for the full functioning of the parking garage. The amendment adds $46,200 to a previous not-to-exceed contract amount of $246,866.

Discussion and possible changes to the Cannabis Revenues Grant Program after three years of dispersing funds to community groups and agencies that
mitigate the "potential impact of the cannabis industry in South Lake Tahoe." The council will discuss that verbiage. The grant review committee didn't think it was appropriate to use this funding, which comes from legal, adult-serving cannabis businesses, toward programs meant to mitigate illegal/unregulated cannabis use/abuse.
