TRPA to discuss Incline Village Area Plan change, LTCC dorms, and Cascade-Meeks trail

LAKE TAHOE, Calif./Nev. - Lake Tahoe Community College dorms, the Cascade Lake to Meeks Bay trail, and a possible change to the Tahoe Area Plan for Incline Village are all on the agenda at Wednesday's meeting of the Tahoe Regional Planning Agency (TRPA) Board of Directors.

The day of TRPA Board meetings starts with Operations and Governance Committee at 8:30 a.m., Legal Committee starting no earlier than 9:30 a.m., the Environmental Improvement, Transportation, & Public Outreach Committee starting no earlier than 10:00 a.m., the Regional Plan Implementation Committee no earlier than 11 a.m., and then the main Governing Board meeting no earlier than 12:30 p.m.

The full board will consider approval of the Lake Tahoe Community College Student Housing project. The student housing project could provide deed-restricted affordable housing to 100 students on the college campus in South Lake Tahoe.

The Regional Plan Implementation Committee of the Governing Board will hear a proposal from Washoe County to update their Tahoe Area Plan to add single-family condominiums as an allowed use in a specific area of the Incline Village commercial center. The full board won’t vote on the proposed amendment until April at the earliest. In order to encourage housing for those who work in Incline Village, the only single-family residences allowed in the Town Center area of Incline Village are in mixed-use developments or when they are affordable housing units. What is currently planned for the Town Center is a project called Nine 47 Tahoe, 40 luxury condominiums with a $2.5M - $7M price tag. In the TRPA code, condominiums are considered single-family dwellings. The committee meeting will begin no earlier than 11 a.m.

TRPA staff will also present the draft Cascade to Meeks Trail Feasibility Study to the Environmental Improvement Program and Outreach Committee in the morning. A walking and biking trail from the area of Cascade Lake to Meeks Bay, through Emerald Bay, is a top priority in the Hwy 89 Corridor Management Plan and the 2022 Lake Tahoe Transportation Action Plan. This committee meeting will start no earlier than 10 a.m.

The meeting is scheduled for both online and in person but with the current weather, the in-person portion may be impacted by weather.
