South Lake Tahoe annexation, new Lakeview Commons operators, and more at next Council meeting

SOUTH LAKE TAHOE, Calif. - The next meeting of the South Lake Tahoe City Council will be held on Tuesday, March 25 at 5:30 p.m. in the Council Chambers at the Airport.

New business agenda items:

The City of South Lake Tahoe is proposing to annex 90 parcels in unincorporated El Dorado County along Barbara Avenue into the city limits to provide more efficient public services. Currently, municipal services to the annexation area are provided by El Dorado County and Lake Valley Fire Protection District even though the annexation area is adjacent to the City of South Lake Tahoe and accessed only through City streets. After annexation, the City would provide all core municipal services including street maintenance, snow removal, police, fire protection, and emergency response. No development project is being proposed with this annexation. The pre-zoning process is a required part of the annexation process and is intended to keep the zoning and allowed uses as similar as possible to the existing County zoning.

The Council has previously discussed five annexation scenarios and provided
direction to staff. The City Council passed a motion to pursue the “Cleanup Annexation Scenario,” which encompasses the Tahoe Valley Campground and parcels adjacent to the City’s jurisdictional boundary southeast of the Sierra Tract and Barton Memorial Hospital.

Items on the consent agenda can be pulled for further discussion before being voted on as a group. They include:

There will be a new concessionaire at Lakeview Commons if approved. The City put out a Request for Proposal for the sports operations at the commons. Chris Brackett of South Tahoe Standup Paddle is closing his business the committee reviewing the RFPs is recommending the Council approve Tahoe City Kayak and Paddleboard (TCKP) as the new operator. The city received three proposals, and TCKP is being considered for a three-year term with the option for three one-year terms. Their proposal said they would enhance the recreational opportunities at Lakeview Commons by offering rentals of paddle sports equipment including kayaks, paddleboards, and sailboats.

On the consent agenda is the final approval of an amendment to the City Code concerning public nuisances of abandoned structures. A structure requires rehabilitation if it is boarded up 90 days or more after the City gives them written notification. No person shall allow a building designed for human use or occupancy to stand vacant for more than 90 days unless: it has an active building permit and the owner is progressing diligently to complete the repair or rehabilitation; the building meets all codes, does not contribute to blight, is ready for occupancy, and is actively being offered for sale, lease, rent, or used as a second home; or, the building does not contribute to and is not likely to contribute to blight because the owner is actively maintaining and monitoring the building.

Also on consent, the second reading of a new requirement concerning the parking of shared mobility devices (SMD) like electric scooters. No rider shall lock, park, or end a ride within any Class I or Class II bikeway or trail in the City, and, if 1,000 feet of a corral, they may only lock, park, or end a ride within a corral created either by geofencing, or by physical striping, marking, or signage. The operators of the SMDs in the city limits must use geofencing or similar technology to prohibit riders from operating or parking them in violation of the above requirements.

If passed, there will be an amendment to the City's agreement with On Course Events to increase its contribution to the event $20,000 for 2024. It is currently at $10,000.
