South Lake Tahoe City Council holds night meeting on Tuesday

SOUTH LAKE TAHOE, Calif. - The next meeting of the South Lake Tahoe City Council will be held on Tuesday, March 28 at 5:30 p.m. People can attend in person at the council chambers at the airport, 1901 Lisa Maloff Way. Viewing is available on Zoom, YouTube, and on the City's website.

Emilie Tieslau will be honored as "Honorary Mayor for the Day" to start the meeting off. Emilie won Mayor Cristie creegan's essay contest for South Lake Tahoe sixth graders. She is spending the afternoon with a tour of City Hall and the airport, visiting with the Police K-9 Unit, and tourin a fire engine with firefighters. She will co-preside with Mayor Creegan to open the meeting with a bang of the gavel and lead the Pledge of Allegiance.

Council will also receive report from staff and provide direction regarding

possible amendments to Temporary Arts and Craft Shows Ordinance. After the town had several arts and crafts shows spread through the community every weekend, the City started to regulate them with a limit on numbers of shows in 1998. In 2003, the Code was updated, removing restrictions that limited the number of shows each weekend and removed the condition that shows could not be held on consecutive weekends. Code was again amended in 2013 with a limit of 10 shows for the 2014 season, eight for the 2015, followed by a maximum per site of four per season. The 2015 amendment added appearance and quality standards to encourage handmade items and not mass produced ones shipped in.

Isses previously presented were merchandise versus arts and crafts as stated above, competition with existing brick and mortar businesses, effect on neighborhood and community appearance, as well as a loss of revenue for property owners, including the American Legion.

As a result there was only one permit requested between 2016-2019 for one company at the South Tahoe Middle School, and no permits requested since them mainly due to the pandemic.

Besides annual reports, the Council will also hear, and possibly vote on, using $3,500,000 from ARPA funds and general fund undesignated excess Reserves to use for the design and build services for the renovation of Fire Station 3, the station at the Y. It was originally built in 1957 with a minor remodel in the 1970’s and an addition and remodel again in 1982. The building has not had improvements since then. The original building was not designed as a fire station and has never been designed with essential service standards in mind. At first, the project started as a request from the Fire Department personnel to remodel and upgrade the living quarters and administrative areas primarily on the second floor. After a 2021 conditions assessment, numerous building and code deficiencies were revealed that need to be mitigated with the basic remodel.

In 2021 and 2022, the City received a total of $5,309,994 in the American
Rescue Plan Act (ARPA) funding. . To date, the City Council jas allocated or earmarked a total of $2,598,537 to various projects and programs. Staff proposes using the remainder of funding for the Fire Station III Renovations
project. This funding is required to be fully spent by the end of 2026.

The agenda also has the results from the finance department after the researched rates from three financial institutions for the lease/purchase financing of the snow removal equipment approved on March 14.
