El Dorado County announces passing of elected Surveyor Philip Mosbacher

El Dorado County officials today announced the unexpected passing of County
Surveyor, Philip Mosbacher.
“It is with the heaviest heart that I impart the news that our County’s Surveyor and friend, Phil Mosbacher, passed away unexpectedly at his home last Thursday,” said Board of Supervisor Chairman, John Hidahl. “Phil was a tireless public servant with deep roots in the community going back generations, who always approached whatever he did with a positive attitude. He will be deeply missed by all the people fortunate enough to call him a coworker and friend.”
Mosbacher began his County career in 2009 when he was hired as an Associate Land Surveyor. He was promoted to the position of Deputy Surveyor in 2014 and won the elected seat of Surveyor in 2018. Phil grew up in Placerville as the 10th child of 15 born to Howard and Lucille Mosbacher in 1959. He was an active leader of the Boy Scouts of America for many years, mentoring hundreds of young children. He had a love for the outdoors, Ham radio, and generously shared his knowledge of and passion for these things. And he was a loving uncle to more than 40 nieces and nephews.
“Phil lived life with a kind heart and loving attitude toward everyone he met, whether in his professional or personal life,” Hidahl said. “Our thoughts, prayers, and condolences are with Phil’s wife, Sue, son, Daniel, step-daughter, Teresa, and his entire family during their time of grief.”
Mosbacher, who worked previously as a survey manager with Gene E. Thorne & Associates Inc., received a B.S. in Forestry from Humboldt University.
