Man arrested and facing multiple charges after harassing people at South Lake Tahoe beach

SOUTH LAKE TAHOE, Calif. - Troy Leonard Oharran, 59, was arrested by officers from the South Lake Tahoe Police Department (SLTPD) on Friday after allegedly causing a disturbance, harassing people, making inappropriate comments to teen girls, and threatening officers at Conolley Beach behind the Tahoe Beach Retreat.

Officers responded after receiving a report of Oharran causing a disturbance. It had been reported he was intoxicated and harassing guests at the beach. Before they arrived, Oharran was said to have made some inappropriate comments to two 13-year-old girls. According to SLTPD, when the girls told Oharran to leave them alone, he attempted to spit on them but missed.

Citizens chased Oharran out to the parking lot where they held him until police arrived.

While being taken into custody Oharran made threats against officers to kill or injure them, said SLTPD Sgt. Justin Brock.

Brock said Oharran arrived in South Lake Tahoe in April 2024 and is a transient who is a registered sex offender with an extensive criminal history. Oharran has also had several contacts with SLTPD since arriving in town, according to Brock.

The suspect is currently in the El Dorado County Jail on a $382,000 bail hold. The charges include obstruction/resisting officers, assault of a peace officer, annoying victim under 18, disorderly conduct, and bail enhancement due to previous felony incarceration.
