Honorable Dylan Sullivan was appointed by Governor Jerry Brown to fill retiring Judge Daniel B. Proud's seat on the El Dorado County Superior Court. She won the June primary to become the Judge for Office 5, so this announcement moved up her start date by four months.
Judge Sullivan has been specifically assigned to department 7 by Presiding Judge Suzanne N. Kingsbury, due to her training and experience, to assist the Court in effectively implementing criminal justice realignment in El Dorado County. She was sworn in by Kingsbury on September 19.
Department 7, the criminal pre-trial department, is located at 2850 Fairlane Court, Placerville, in Building C of the County complex. She will conduct felony and misdemeanor arraignments, hear preliminary matters, traffic matters, and drug court.
Judge Sullivan attended the University of California at Davis (1984-88) where she played basketball and attained a Bachelor of Science degree in physiology. She graduated Order of the Coif with great distinction and highest honors from McGeorge School of Law, the University of the Pacific, in 1997. Prior to her appointment in El Dorado County, she worked for the California Parole Authority in litigation management, policy development and implementation, and as a Deputy Commissioner adjudicating parole matters. Before joining the Parole Board, Judge Sullivan practiced criminal defense (including parole) and civil litigation in the Sacramento area.
Judge Sullivan has continued her role as an educator, teaching at California’s New Judge Orientation programs, and various conferences on criminal justice realignment and resentencing laws, as well as providing continuing education for attorneys.
