El Dorado County Supervisors to hold meeting in South Lake Tahoe Tuesday

EL DORADO COUNTY, Calif. - The El Dorado County Board of Supervisors (BOS) will hold their next meeting in the South Lake Tahoe City Council chambers, with part of their agenda including a joint meeting with the City Council.
On Tuesday, October 15, the supervisors meeting will start at 9 a.m., with the joint City Council meeting at 11 a.m.
On the BOS side, the Meyers Advisory Council (MAC) will file its annual report, and there will be feedback and/or direction to the Meyers Advisory Council, if necessary.
There will also be a first reading of Ordinance 5209 which amends Title 5 - County Business Taxes, Licenses and Regulations of the El Dorado County Ordinance Code, for Vacation Home Rentals (VHRs). The Vacation Home Rental Advisory Committee and Board of Supervisors recently provided recommendations for the ordinance update after their September 10, 2024, meeting. Staff presented to the BOS proposed amendments to the County’s VHR ordinance. At that meeting, the Board accepted the majority of the Ordinance amendment recommendations from staff, but directed staff to return to the Board with revised Ordinance language to include the following:
1. Add language to clarify that where conflict arises between the Vacation Home Rental Ordinance and the Ranch Marketing or Winery Ordinances, the Ranch Marketing or Winery Ordinance shall prevail;
2. In the last paragraph in the last sentence in Section 5.56.030, include Bed and Breakfast Inns;
3. In Section 5.56.090(3), include hot tub restrictions are not applicable to owners of the property;
4. In Section 5.56.100, include language that parking must be contained within the parcel;
5. In Section 5.56.140(A), clarify who is responsible for violations whether it be the host or owner;
6. In Section 5.56.150(B), change the language to "after a property has three warnings within any twenty-four month period";
7. Clarify where renters can locate emergency evacuation information; and
8. Decrease the Vacation Home Rental permit cap to 600 homes.
The joint agenda is one item - a vote on the South Tahoe Transit Joint Powers Authority Agreement (JPA). The JPA agreement intends to provide the JPA with broad powers necessary to improve the transit system on the South Shore, which may include the operation of transit services outside of the JPA's jurisdictional territory. It also outlines who will sit on the JPA's board of directors.
After the regular meeting is adjourned there will be a joint tour of highlights along the South Shore with Mayor Cody Bass and City Manager Joe Irvin leading the bus tour with supervisors.
