Canceled - City Council meeting: Heavenly parking, local hiring, and inclusionary housing on agenda

UPDATE: This meeting has been canceled due to a lack of a quorum within the jurisdiction. Also canceled is the 5 p.m. closed session.

SOUTH LAKE TAHOE, Calif. - The next meeting of the South Lake Tahoe City Council will be on Tuesday, October 17 at 5:30 p.m. in the council chambers at the airport.

On the agenda:

Ordinance Requiring Good Faith Effort for Local Hiring on Public Works Projects - The City Council had previously requested that staff bring back an ordinance to encourage local hiring on public works projects awarded on a lowest responsible bidder basis and to include consideration of local hiring as one of the criteria for public works projects awarded on a best value basis. The proposed ordinance would establish a good-faith effort goal of 15 percent local hiring from the Lake Tahoe Basin portion of El Dorado County.

Mid-Town Area Plan Update - Council will vote to either: (1) bring back a resolution at a future meeting to appropriate funds to complete the Mid-Town Area Plan as initially proposed with the assistance of a consulting team; 2) Limit the Mid-Town Area Plan to only the Bijou/Al
Tahoe Community Plan and the Sierra Tract Commercial Plan Area Statement. And, to either (a) prepare a separate Master Plan for Bijou Park and Golf Course; or (b) In lieu of a Master Plan for Bijou Park, prepare a focused Implementation Plan for Bijou Park and Golf Course.

Revisions to Heavenly Valley Neighborhood Traffic and Parking Plan and Update on Negotiations with Heavenly Resort Related to On-Street Parking Agreement - Some modifications are needed to the previously approved agreement. Council will vote on a resolution amending Resolution No. 2023-074 to change no parking and residential parking permit restrictions on sections of Regina Road and Keller Road; and 2) a Motion to direct staff to continue negotiating with Heavenly Resort on amendments
to parking agreement and/or provide 180 days' notice to terminate the current parking agreement.

Reimbursement Agreement with Barton Health for Opioid Use Disorder Services - Discussion and possible vote on an agreement with
Barton Health to provide specified opioid remediation services to the community and be reimbursed by the City with previously approved and budgeted opioid settlement funds, about $123,350 per year.

Planning Commission Vacancy - Commissioner Nick Speal resigned from the Planning Commission on September 27, 2023 and the council needs to fill the vacancy. At this time, Jackson Realo and Douglas Williams have expressed interest as they were on a previous list. The council can accept one of them or put the opening out for further solicitation.

Climate Action Plan Annual Update - A presentation on the City's Climate Action Plan implementation progress and provide feedback on the new Climate Action Plan tracking website found on https://www.cityofslt.us/Sustainability.

Inclusionary Housing Ordinance - The Council requested an Inclusionary Housing Ordinance based on the parameters from a chart of fees with sizes of new homes that will be presented. This is a local policy that could tap the economic gains from rising real estate values to create affordable housing for lower-income families. Estimated annual revenue is $355,000-$950,000.
