City Council to talk Heavenly parking, mid-town area plan, housing and in-lieu fees

SOUTH LAKE TAHOE, Calif. - The next South Lake Tahoe City Council meeting will be held on Tuesday, November 7 starting at 9 a.m. This is the first meeting since September 26 as the October meeting needed to be canceled due to a lack of councilmembers in town. The requirement is at least three in-person, and up to two can call in remotely from a pre-disclosed location.

The Tuesday agenda includes the following:

A presentation on the Destination Stewardship Plan by Devin Middlebrook, government affairs manager of Tahoe Regional Planning Agency, Carol Chaplain, president & CEO of Lake Tahoe Visitors Authority, Amy Berry, CEO of Tahoe Fund, and Nettie Perdue, managing director of the Destination Stewardship Council. After surveys of locals and visitors, and monthly stakeholder meetings, the public and Council will be updated on the current status.

A first reading of a possible ordinance to be voted on regarding a good faith effort to hire locals on public works projects.

The Mid-Town Area Plan will be discussed, with possible action on the plan that will guide future land uses and development to meet the needs of residents, businesses, visitors, and the environment. The Mid-Town Area Plan will leverage the adopted 56-acre master plan and existing infrastructure at Lakeview Commons and Harrison Avenue to further transform Midtown into a recreation, arts, and community hub.

Revisions will be discussed to the Heavenly Valley Neighborhood Traffic and Parking Plan and an update on negotiations with Heavenly Resort related to the on-street parking agreement. They will also discuss the status of bringing Heavenly Mountain Resort into the city limits.

There are two housing policies and ordinances on the agenda:

Inclusionary Housing Ordinance - In-lieu fees will be collected on all housing units being built by the private sector with funds generated to be used on affordable housing options for low- and moderate-income households. All nonexempt residential development projects shall either include inclusionary housing units or pay the in-lieu fee according to a table that starts at $5.29 per square foot.

Local Tenant Preference Policy for Affordable Housing - Local tenant preference policies are becoming more common throughout jurisdictions in California to protect the most vulnerable populations experiencing displacement pressures. Property owners of state and federal-funded affordable housing are required to affirmatively market their property’s units as part of their property management plan or tenant selection process. A potential local tenant preference policy would impose an additional requirement for owners to prioritize City residents and/or workers for
affordable housing units as defined by the California Department of Housing and Community Development.

The meeting starts off with a closed-session agenda. The Council will discuss the acquisition of a portion of the parcel owned by the Bank of Montreal at 2111 Lake Tahoe Blvd. They will also discuss existing litigation of the South Lake Tahoe Property Owners Group vs. the City of South Lake Tahoe. The final item on the closed agenda is labor negotiations.
