SLT planning commissioners to hear annexation plans for Upper Truckee Marsh area

SOUTH LAKE TAHOE, Calif. - There is a proposal to pre-zone 90 parcels currently located within what is called the "City Sphere of Influence" in El Dorado County so they can become part of the city limits through annexation.

These parcels are part of five annexation scenarios presented during the June 6 South Lake Tahoe City Council public hearing. The council voted to pursue the "Cleanup Annexation Scenario" which encompasses the Heavenly California Base, the Tahoe Valley Campground, and parcels located in the Upper Truckee Marsh adjacent to the City’s jurisdictional boundary.

The main reason the City is pursuing annexation of these areas is that the City has been providing most of the services (i.e., police, fire, snow removal) to these areas because of the location adjacent to City limits and geographically removed from the rest of the inhabited portions of El

Dorado County, but does not receive any tax revenue from the area to support the provision of these services.

The South Lake Tahoe Planning Commission will be voting on a resolution to pre-zone the 90 parcels during its Thursday, November 16, 3 p.m. meeting in the City Council Chambers (and it will also be available online). The agenda and participation directions can be found HERE.

The Cleanup Annexatio Scenario was split into separate processes and Thursday's meeting will cover the Upper Truckee Marsh area that encompasses 411.8 acres. The land is a mix of private and publicly owned parcels. Most of the parcels are held in public ownership by the State of California, the City of South Lake Tahoe, the South Tahoe Public Utility District, and the Lake Tahoe Community College. There are 12 parcels held in private ownership.

Part of the process includes several steps including prezoning the parcels to be consistent with the General Plan, making an amendment to the City Code and the General Plan, and Tribal consultation to check if any cultural resources are within the annexation area.

Adopting a resolution to recommend amending the General Plan and pre-zone the properties does not have any financial implications at this time, but, the City and County will have to negotiate the allocation of property tax revenues in the areas that are annexed.

Also on the agenda is the South Tahoe Public Utility District's Solar Project Major Design Review Permit and Special Use Permit at its 1275 Meadow Crest Drive location.
