VHR presentation at El Dorado County supervisor meeting

EL DORADO COUNTY, Calif. - On Tuesday, March 7, the El Dorado County Board of Supervisors (BOS) will receive a presentation on the Vacation Home Rental (VHR) program for the incorporated portion of Lake Tahoe. The El Dorado County ordinance covers Christmas Valley to Tahoma and not the City of South Lake Tahoe.

The presentation is a 10 a.m. time certain item, which means it cannot start before then, though it could begin later due to other agenda items.

The current ordinance was created to seek a balance between the benefits and impacts on neighborhoods and public services by limiting occupancy rates, requiring a local contact person, and requiring rental occupants to be told all local laws concerning garbage, noise, parking, and other local issues, and set violations for those operating outside of the ordinance or breaking the rules.

The cap is set at 900 permits for the Basin. At this time there are 835 active permits with 200 others on a waiting list in the Lake Tahoe Basin, and 123 active permits in the rest of the county, with 13 on a waitlist. Active permits in the Basin dropped below the cap in October 2021.

On August 24t, 2021, the BOS adopted a new VHR Ordinance adding a 500-foot buffer around all active VHR permits. Those within the buffer are not affected until their permit expires or is revoked, or the property sells as a permit is not transferable. Staff believes the buffer may eliminate the need for a cap on active permits

The presentation will cover the violations staff is currently working on - 80 in Lake Tahoe Basin, and 17 in the rest of the county.

The BOS could provide direction to staff on potential adjustments and/or amendments to the VHR ordinance.
