South Lake Tahoe City Council on a delayed start Tuesday

SOUTH LAKE TAHOE, Calif. - Due to the current blizzard, the South Lake Tahoe City Council meeting on Tuesday, February 5 will start two hours late at 11:00 a.m. The closed session portion of the meeting will start at 10:30 a.m.

City officials said this delayed start will allow attendees to get to the meeting safely.

There are 15 items on the agenda including the final vote on a cannabis use ordinance and first reading on a mobile vending ordinance.

The City Council will again consider a proposed ordinance to allow limited mobile vending at up to six private commercial locations in the City. The new ordinance is intended as a pilot program to enable the City to gauge the impacts associated with mobile vendors on the community and existing brick-and-mortar businesses.
Permits would be required for both the commercial location and the mobile vendor, and the 6 locations would be permitted on a first-come, first-serve basis. Mobile vendors would be limited to food and beverages (non-alcoholic) only and would be required to meet various health, safety, and land use compatibility requirements. Significant requirements include a) setup in areas zoned for “eating and drinking places” only, b) a maximum of 3 vendors per permitted commercial location, c) a 200 ft. separation from existing brick and mortar restaurants (unless permission is granted by the brick and mortar restaurant), d) permitted operating hours between 7 am and 2 am, and e) a maximum duration of 6 hours for a mobile vendor to set up in a permitted commercial location.

The City Code currently allows mobile vendors to operate on City streets but limits the amount of time at any one location to 15 minutes. Mobile vendors are also allowed on a temporary basis at permitted special events. These provisions would not change under the proposed ordinance.

The final reading on the new cannabis ordinance and a vote on development agreement application guidelines. The new ordinance will allow the following types of businesses to operate in South Lake Tahoe. Retailers, Microbusinesses, Testing Labs, Cultivators, Manufacturers, Distributors, Delivery Operations and make a provision for the existing medical marijuana dispensary to operate as adults use for three years as they conform to the new rules.

Also on the agenda is an item that would send two councilmembers to the Capitol Region Executive Leadership Mission held in Washington DC, March 17-20 at a cost of about $10,000. Councilmembers Tamara Wallace and Cody Bass want to attend with a group of business, labor, and elected officials from the greater
Sacramento area who will be engaging in lobbying activities to promote the region’s interests. Attending the conference gives attendees three days of policy appointments and meetings, social events, hotel and airfare for $4,670 plus additional travel per diems (meals, parking, mileage, and incidentals) per person. This amount is more than what is left in the Council's training budget for the year.

Attending would also cause the two councilmembers to miss the March 19 council meeting.

Other agenda items include the Heavenly Village Parking Expansion Proposal, the D Street Renovation Project, renovations at the police department, and an acceptance of $100,000 from Lisa Maloff for the Senior Center.

Tuesday's regular meeting starts off with a presentation by the South Lake Tahoe area water suppliers and the Lahontan Regional Water Quality Control Board which will include information on service areas, providers, and the PCE contamination issue in The Y area.
