Draft Tahoe Valley Area Plan Ready for Public Review

The Draft Tahoe Valley Area Plan and accompanying documents were released Wednesday, paving the way for finalization after agency and public review and upcoming comment periods. After community meetings and months of review and planning, the "Town Center" concept has been adopted along with "Greenbelt" portions.
The plan reflects the City of South Lake Tahoe's effort to rekindle the economic vitality and spirit of the Tahoe Valley Community. The plan outlines the community's strategy for resurrection.
The vision of 2030 South Lake Tahoe General Plan and TRPA Regional Plan is to create a more sustainable community. For the Tahoe Valley are, this will be obtained by a focus on commercial, mixed-use, and multi-family development in a pedestrian, bicycle and transit oriented land use pattern that harmonizes with the overall natural environment, according to the released draft. The land use and community design policies in this section seek to encourage pedestrian/bicycle-friendly and transit oriented developments that help reduce resident and visitor dependency on automotive travel and building types and patterns that reflect the mountain and surrounding natural environment.

As with other proposed plans in the area, there are suggested incentives in order to gain needed compliance from property owners. There are proposed incentives concerning water quality fee program, traffic and air program fees. These specific incentives are available to support implementation of the plan’s vision and support attainment of TRPA’s Thresholds. Some of these incentives are found in the plan itself, others are found in the TRPA Code of Ordinances, and additional incentives are provided through City programs.
A Tahoe Valley Area Plan Notice of Preparation to prepare an EIS/EIR had to be issued to inform agencies and the general public that this environmental document is being prepared for this project and to invite specific comments on its scope and content.
Comments can be made up to July 10, 2014. They can be made in writing or addressed in upcoming "scoping" meetings.
