South Lake Tahoe City Council agenda includes Echo Summit, commodities, new logo and budget

SOUTH LAKE TAHOE, Calif. - Tuesday's City Council meeting will include several items including a closed session at 8:00 a.m. that includes Liberty Utilities' claim that a City snowplow damaged a light pole, causing $56,883.41 in damage.

The bigger item to be discussed during closed session is the current litigation against the City to stop implementation of Measure T. The South Lake Tahoe Property Owners Group sued the City after the November passage of the measure that included phasing out all vacation home rentals in two years, lowering of occupancy rates immediately and the stoppage of new permits being issued to operate the popular way of accommodations during vacation.

The City and the group that sued them worked out an arrangement immediately that put in place part of Measure T right away. All portions of Measure T could have been stopped with the lawsuit. The issuance of new permits has stopped but the occupancy limits did not change.

During the City Council open session meeting, they will hear a presentation from Caltrans on the US50 Echo Summit project that may close the highway for up to 14 days in October. They will also receive a presentation from Steve Teshara, Chairman of the South Shore Transit Management Association, who will brief the City Council on the status and activities of this non-profit organization involved in transportation, transit, and community mobility solutions in the South Shore area.

The Council will also hear a presentation of the City's $119,067,206 budget for 2019-20, one that is scheduled to have formal approval at their September 17 meeting.

Commodities owned by the City are also on the agenda and Council will consider the passage of a resolution adopting a formal policy regarding the disposition of them. During their August 6, 2019 meeting, the City Council reviewed a draft policy on the distribution and sale of City-owned TRPA development rights and land coverage. Staff then took their direction and created a policy.

The attached draft policy a) establishes an annual determination of the fair market
value of the various commodities and specifies that Council will determine the sale prices annually, b) provides for the earmarking of commodities sales revenue in the City's new Workforce Housing Fund (to be used for targeted affordable housing initiatives in the future), c) provides for the sale of commodities for deed-restricted housing projects at no cost, d) provides for the sale of commodities
for multi-family residential projects and mixed use projects within an established Town Center at no cost, e) provides for the sale of commodities for commercial or industrial projects that redevelop distressed properties at no cost, and f) delegates authority to complete transactions to the City Manager

They will also review the proposed new City logo.
