South Lake Tahoe, Calif. - The atmospheric river heading to Lake Tahoe will produce a period of intense rainfall with snow levels as high as 9000 feet early Sunday morning to Monday morning. The National Weather Service says to expect 6"-12" of rain around the Lake Tahoe basin, the Carson Range and the foothills of Carson City and Reno.

Lower elevations in Western Nevada will see 2"-4" of rain during this time frame.

With flood warnings up around Northern California and Western Nevada, Douglas County officials are alerting residents of a flood watch issued for the area from late Saturday night January 7 through Monday morning, January 9.

Douglas County Emergency Management is preparing for changing flood conditions and the safety of Douglas County residents.

If the National Oceanic and Atmospheric Administration (NOAA) forecast is correct, South Lake Tahoe could see the largest rain/snow weather event since the memorable floods of 1997 and 2005.

Those traveling to South Lake Tahoe, and those that live here, are being warned to be prepared for the storm which is slated to reach the Sierra overnight Saturday and last until Monday.

The City of South Lake Tahoe’s Snow Removal crews have been working around the clock to clear snow on city roadways. The combination of the snow and rain mixture is casing roadways to flood. It is imperative to provide snow removal vehicles the right of way as they work to clear roadways as well as blocked drainage ways.

Follow these safety tips:
Do not drive through water that is too deep. “Turn around – don’t drown”

Do not try and cross the snow berm in the center lane. Wait until snow removal crews have cleared the center lane for crossing.

"If you want to see the sunshine, you have to weather the storm," says the old quote, and if you want to see this weekend's clear and sunny skies you'll have to get through two days of rain, wind and snow.

The National Weather Service has issued three warnings for the Lake Tahoe Basin:

High Wind Warning in effect until Thursday at 4:00 p.m. Winds will be from the southwest 25 TO 40 mph with gusts 65-70 mph. Gust over 80 mph likely in wind prone areas around Reno, Carson City and Minden. Sierra ridge gusts up to 130 mph. Waves on the lake will be 3 to 7 feet.

The weekend will be more of an umbrella one than a snow boot one as a strong atmospheric river heads to Lake Tahoe. The National Weather Service to issue wind and flood warnings for the South Lake Tahoe area because of the deep moisture levels associated with this river that extends past Hawaii.

Wind advisory up until 4:00 a.m. Saturday, and Lake Wind Advisory from 10:00 a.m. Saturday to 10:00 p.m. Sunday. Strong and gusty winds with waves 2-4'. Winds will be 25-35 mph with gusts up to 50 mph.

Since Friday morning, rain has pummeled many areas of the Sierra Nevada. As of 8:00 a.m. Sunday, South Lake Tahoe had received 2.54" of rain, with more on the way. By Monday morning, a trace of new snow could be seen on the South Shore.

California’s Salton Sea and state-straddling Lake Tahoe would receive funding for environmental restoration under a bill set for Senate approval Thursday.

More controversial water-related efforts remain stuck in Capitol Hill limbo, however.

Put simply, California’s diverse water ambitions face a complicated future in what remains of the 114th Congress.

The Douglas County Search and Rescue (DCSAR) is looking for physically fit and energetic individuals to participate in its fall academy and join it’s highly qualified team. DCSAR is comprised of approximately 50 trained volunteer members within the Douglas County Sheriff’s Office and responds to emergencies 24 hours a day, 365 days a year.

4/28 - 5 calls: 3 EMS, 2 interfacility transfer

4/29 - 11 calls: 5 EMS, 2 psych transfer, 3 canceled en route, 1 smoke detector activation

The U.S. Forest Service Lake Tahoe Basin Management Unit (LTBMU) received a $6,000 donation from NV Energy to their Penny Pines Program, which will be used in LTBMU tree plantation sites including the Angora Fire area.

“Environmental respect is one of the core principles of NV Energy. We want to help provide for a viable and healthy forest,” said BJ Viglione, Supervisor Vegetation Management for NV Energy.

The Penny Pines Program was established in 1941 with the goal of restoring forest areas devastated by wildfire, flood, and other disasters.

Lake Tahoe rose almost two inches yesterday which equals 63.9 billion gallons of added water.

The National Weather Service in Reno has provided this chart on how much water actually was in yesterday's storm. As of 5 a.m. Tuesday, they report the lake rose 1.92 inches and more precipitation is expected today and Thursday.

All waterways through El Dorado County were rising on Monday, prompting local flood warnings which have now expired. Placerville received 3.08 inches of rain in this storm ad they are now at 97% of average for season to date totals.

The South Lake Tahoe Fire Department is accepting applications for the 2016 Winter session of STAT: South Tahoe Action Teams.

This program is designed to incorporate trained citizens in the field with the South Lake Tahoe Fire Department and other first responders during times of crisis.

Much like the lake side of El Dorado County and the west slope don’t always see eye to eye, the Douglas County portion at the lake, and the valley residents are in the same situation.

The topic currently at the forefront is Buckeye Creek Reservoir, located in the eastern portion of Douglas County. BLM has most of the land in this undeveloped area, and the Douglas County Sewer Improvement District (DCSID) owns 1,001 of those acres.

The National Weather Service has issued a flash flood warning for the King Fire area in Placer and El Dorado Counties. Doppler radar has indicated heavy rain moving into the burn area, prompting the warnings.

A warning is in place until 11 a.m. Saturday, October 17.

The severely burned areas of Rubicon River, Silver Creek and the South Fork of the American River are areas of concern due to the terrain's inability to absorb rainfall, leading to enhanced rainfall.

The South lake Tahoe Fire Department will provide a first responder training class called STAT; South Tahoe Action Teams, this Thursday, September 3rd. STAT is modeled after CERT; Community Emergency Response Team, held in other cities.

This program is designed to incorporate trained citizens in the field with the South Lake Tahoe Fire Department and other first responders during times of crisis. This is the first program of its kind in the Tahoe Basin.

Douglas County Douglas County is hosting a Flood Outreach on August 6 from 3:30 p.m. to 7 p.m. in the CVIC Hall, Minden, NV. The event will give the public the opportunity to collect information, provide public input, and view flood damage maps.

“After our staff presentation on the flooding, we wanted to give citizens a place to gather and receive information from as many resources as possible.” said Douglas County Commission Chair, Doug Johnson.

Approximately 141 homes have water and structural damage after Wednesday's flooding in the Stephanie and Johnson Lane areas of Douglas County. It is unknown how many homes may have landscape damage.

No injuries have been reported.

After years of planing and months of public input, the new Airport Master Plan for South Lake Tahoe was presented to the community on Tuesday. About a dozen people attended to see and hear what the final plan might look like.

Since buying the Tahoe Valley Airport from El Dorado County in 1983 for $1, the City of South Lake Tahoe has been supporting its operation which at one time saw almost 300,000 people a year pass through.

Twenty years and many meetings later, the Tahoe Valley Area Plan unanimously passed the first of two final hurdles at Tuesday's City Council meeting.

In the first reading to adopt the three resolutions which make up the plan, Mayor Hal Cole and the City Council thanked everyone who was part of the long process to start shaping things up at the "Y". "This plan will have an impact for years to come," said Cole.
