Two appointed to SLT Roads Management Authority, more applications sought

SOUTH LAKE TAHOE, Calif. - Two local residents were appointed to the new Roads Management Authority Commission, but there are still three to five more members needed. At Tuesday's City Council meeting, MaryAnne Brand and Brent Goligoski were appointed to serve on the commission.

Only five applications were received and Brand and Goligoski were the only two of those to appear at the meeting.

"I am ready to vote on several of the applicants today,doesn’t preclude other applicants from staying in the applicant pool," said SLT Mayor Austin Sass.

Brand has a Bachelor of Science degree in Business Administration and 32 years of experience in governmental accounting and finance and retired from the City of South Lake Tahoe earlier in 2017.

Goligoski has a Bachelor of Science degree in Civil Engineering from California Polytechnic State University, San Luis Obispo and is an Asset Management Analyst at South Tahoe Public Utility District. Goligoski has also served on the Board of Directors for the Tahoe Regional Young Professionals since 2014.

The City Council determined that the Roads Management Authority Commission should be established to annually approve the segregated funds that are generated by Measure C, if approved by the voters on November 7, 2017. At an emergency VHR meeting on October 25 they may vote to have a special meeting to appoint the new members should more applications be received prior to the election.

"We really do want people truly concerned on how this money will be spent," said Councilman Jason Collin. "Full transparency, full oversight."

"There is value in having people appointed before November’s vote," said Councilwoman Brooke Lane. "The two that spoke have qualities needed for the authority,: added Mayor Pro Tem Wendy David. "I do see the value of seeing authority set up and ready prior to the election."

Measure C: increase of the city’s sales tax in the amount of one-half of one percent for funding specific city services in relation to road improvement which is subject to approval by two-thirds of the qualified voters of the City at the November 7, 2017 Special Election.

Establishment: The Commission is composed of no less than five (5) and no more than seven (7) members, with the total membership consisting of an odd number of members;

Terms of Commission: Terms of Members: The Commission shall exist for a term of fifteen (15) years commencing on January 1, 2018. Each member of the Commission shall serve a term of four (4) years with no term limits. The appointment of the initial Commission members shall result in three (3) being appointed to a four (4) year term and the balance of the Commission members being appointed for a two (2) year term in order to stagger the membership terms.

Appointment of Members: The City Council shall appoint all members of the Commission. In the event any vacancies occur during the term of the commission, such vacancies shall be filled for the remaining unexpired terms in the same manner as the original appointments.

Qualification of Appointment: Any resident of the City of South Lake Tahoe that is eligible to vote under the laws of the State of California may be appointed to the Commission.

Powers and Duties: Annually the Commission shall vote on and forward to the City Council for approval the expenditure plan for the road construction, maintenance and repair for which Measure C funds shall be expended. The Commission shall meet at least annually and conduct a review of the Measure C expenditure plan; the Commission, through its Chair, shall provide an annual report and recommendations to the City Council.

Applications may be obtained at the City Clerk's Office located at 1901 Airport Rd., South Lake Tahoe, California, between 8:00 a.m. and 5:00 p.m., Monday through Friday and are also available on the City of South Lake Tahoe’s website at www.cityofslt.us – City Clerk-Boards and Commissions.
