Vote on new mayor, more recovery funds, and emergency order on South Lake Tahoe City Council agenda

SOUTH LAKE TAHOE, Calif. - Following a special meeting on Monday to certify the November 3 election and say goodbye to outgoing councilmembers, newly elected Councilmembers Cristi Creegan and John Friedrich will be sworn in at the beginning of Tuesday's regular meeting.

The 9:00 a.m. meeting on December 1 will also include the following agenda items:

Changing the term of office of mayor and mayor pro tem from nine-months to one-year terms. The council had tried to make the terms shorter last year so all members might have a chance at the ceremonious position during their terms. They did not change City Code to match their desire so a formal vote on full year terms is on the agenda. Nobody ever served a nine-month term.

Selection of mayor and mayor pro tem for 2021. In accordance with South Lake Tahoe City Code and California Government Code, in the first meeting after certification of election results for City Council members, the new Council is required to select these two positions from the five council members. The mayor’s duties under the South Lake Tahoe City Code and City Council Protocols include presiding over and facilitating discussion at City Council meetings, signing written contracts and instruments, and acting as the City Council’s ceremonial representative at public events and functions. The mayor pro tem assumes the mayor’s responsibilities in the mayor’s absence.

The Council will hear recommendations from the COVID-19 recovery task force and vote on a way to help in the community. The choice to be presented is to allocate at total of $25,000 divided equally to five local food banks and authorize the city manager to grant up to $40,000 to support an innovative cooperative economic development pilot program to develop and organize a "Tahoe" based online platform that supports local restaurants and businesses.

Council will hear about Emergency Order No. 5, which is dated August 19,
2020, and established authority to issue fines for face covering violations of $100 for individuals and $500 for businesses. A vote to update the order with new state guidance of requiring face coverings be worn at all times outside the home with some exceptions.

They are scheduled to vote on a resolution approving the 2021 Base Year Rate
application by South Tahoe Refuse and implementing a Base Year Rate increase of 9.04 percent or $2.77 per month for residential unlimited service, effective January 1, 2021.

Council will also divvy up the various board and committee assignments.
