A bond oversight committee is needed with the passage of Measure F in November, the Lake Tahoe Community College's $55 million bond.
All schools and colleges that receive bonds are required to have an oversight committee per California Prop. 39.
The LTCC District Board of Trustees is seeking qualified, interested individuals to serve at least one 2-year term on an independent Citizens’ Oversight Committee (COC). The COC oversees the expenditure of up to $55 million in bond monies, and acts to assure the South Lake Tahoe community that LTCC’s Measure F funds are spent in the fashion outlined in the bond resolution.
The COC will consist of at least seven members who serve for a term of two years without compensation, and for no more than two consecutive terms. The committee will include: a member active in a business organization representing the local business community; a member active in a senior citizens’ organization; a member active in a bona fide taxpayers’ organization; and a member who is a currently enrolled LTCC student active in a student club or organization, such as student government. Those interested in becoming COC members should have some experience with reading and understanding basic financial reports.
Under Government Codes 1099 and 1125, LTCC’s COC members are prohibited from any conflict of interest including, but not limited to, being employed by the LTCC District or being a member of a commission or committee with overlapping responsibilities. The COC must meet at least once a year and inform the public about the college’s bond revenue expenditures, and to report on the efficiency of those expenditures. The COC is not involved in the approval of bond-related construction projects, the selection of contractors or vendors, or the approval of construction contracts.
To apply to be a member of LTCC’s Measure F Citizens’ Oversight Committee, head to www.ltcc.edu/measuref for a PDF of the application. Submit your finished application in person to the Superintendent/President’s Office in the Main Building on campus, or email it to ShaferL@ltcc.edu for consideration. For more information about Measure F and the COC, please contact the Superintendent/President’s Office at (530) 541-4660 ext. 210.
